Innovation and Research (INR) Consultant
BACKGROUND
The 74th Session of WHO Regional Committee for the Western Pacific which will be held in October 2023 will consider a draft regional strategy to accelerate health innovation in the Western Pacific. This Regional Strategy will define the mission around the pillars of governance of innovation (regulation, assessment, knowledge management); financing innovation (investing in the common good, budgeting around health needs); building capacity in the public sector (as opposed to outsourcing all innovation to private interests); and defining metrics for innovation that mirror the values of health for all. It will summarise two complementary approaches to health innovation: a systems-based approach where integrated, economy-wide actions are taken, and a solutions-based approach focused on identifying and implementing specific innovations at population scale.
The Data, Strategy and Innovation (DSI) Group at the WHO Regional Office for the Western Pacific will lead the development of this draft regional strategy and is looking for competent individual who will support drafting work for this draft regional strategy.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this consultancy to support drafting work of the regional strategy to acceleration health innovation in the Western Pacific.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Objective 1: Contribute to the development of a Regional Action Framework on health innovation
- Output 1.1: Support consultations with countries, experts and stakeholders during the drafting process
- Output 1.2: Develop consolidated documents to capture feedback from consultations during the drafting process
- Output 1.3: Develop the working document on the Regional Framework to guide Regional Committee session discussions
Objective 2: Support other related activities that may be pertinent to this Terms of Reference
- Output 2.1: Attend relevant meetings and consultations pertinent to the development of the Regional Action Framework
METHODS TO CARRY OUT THE ACTIVITY
The contractual partner will review literature and resources.
The contractual partner should conduct virtual meetings with relevant units in WHO and other stakeholders.
The contractual partner should provide a technical document (draft Western Pacific regional action framework for health innovation).
QUALIFICATIONS & EXPERIENCE
EDUCATION
The applicant should have a post-graduate degree in public health or other relevant field from a recognized university.
EXPERIENCE
A least seven years of experience in relevant area including public health, health innovation, international development.
TECHNICAL SKILLS AND KNOWLEDGE
- • The applicant should have proven track record for professional delivery of high-quality products
- • Relevant work experience with WHO and/or UN agencies, governmental agencies and/or non-governmental organizations
- • Demonstrated expertise of working in a high-level environment at an international level
- • Expertise in supporting the organization of consultations and meetings.
- • Ability to conduct research, collect information and synthesize information.
- • Excellent writing skills in English, including for technical and general audiences.
LANGUAGE
Written and spoken fluency in English (expert: read – write – speak)

ADDITIONAL INFORMATION
Contract duration:
6 February 2023 - 31 October 2023 (subject to confirmation)
During the contract period, the consultant is expected to work at part-time basis for 100 full-time equivalent (FTE) working days.
Place of assignment:
This is an off-site, part-time consultancy project. The supplier/contractor will not be required to travel to WHO-WPRO, Manila, Philippines to perform the tasks described.
