Consultant for healthy ageing programme implementation
BACKGROUND
The Western Pacific Region is experiencing rapid population ageing. This has several implications for different sectors of our society beyond the health sector. Countries are encouraged to start investing in health and living environments, taking a whole-of-society approach to healthy ageing. The World Health Organization (WHO) Regional Committee for the Western Pacific endorsed a Regional Action Plan on Healthy Ageing in 2020. Since then, the Healthy Ageing unit (AGE) has been supporting member states to implement recommended actions in the Action Plan. Creating knowledge exchange opportunities among different member states is an important part of AGE’s advocacy work. Japan is the only super-aged country in the Western Pacific Region and has many case studies to share. Therefore, AGE would like to hire a consultant to facilitate communication with Japanese external partners on knowledge exchange, building evidence and creating advocacy materials.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The consultancy work will support the Healthy Ageing team on its implementation plans: (1) facilitate communication for collaboration with different external partners in Japan and WPR member states; (2) support organizing in-person and virtual knowledge sharing events in Japan; and (3) support evidence building for early investment in healthy ageing.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output(s)
Output 1 – Communication support with external partners in Japan
Deliverable 1.1 – Support communication with Japanese academic partners, CSOs/NGOs, think tanks, overseas development agencies and other relevant external partners working on healthy ageing in Japan and other Western Pacific Region member states – including, but not limited to, drafting meeting agenda, study concept notes, creating communication materials (videos), etc.
Output 2 – Support knowledge exchange
Deliverable 2.1 – Support organizing and providing technical advice to WPRO meetings (in Japan and virtual) and field visits on healthy ageing in Japan – including development of concept note, coordination with local authorities and communities, pre-visit to the field visit sites, preparation for relevant materials (e.g. presentations or videos).
Output 3 – Support building evidence for healthy ageing
Deliverable 3.1 - Support AGE with designing studies, knowledge sharing (presentations) and evidence building on emerging social determinants of health for older people, health and social systems transformation, community-based integrated care, long-term care, innovation and data monitoring and evaluation.
METHODS TO CARRY OUT THE ACTIVITY
The work will be carried out remotely by the consultant. Occasional travel might be required
QUALIFICATIONS AND EXPERIENCE
EDUCATION
- Essential: University degree in public health, medicine, administration, international relations, political/social sciences or related field from a recognized university
- Desirable: Doctor of Medicine or advanced university degree or PhD in related field from a recognized university
EXPERIENCE
- Essential: Minimum of 8 years work experience in global public health and research and/or clinical medicine
- Desirable: Established connections with partners, locally in Japan, experience working with WHO in the areas of healthy ageing, UN agencies, relevant NGOs and/or bilateral agencies is an asset
TECHNICAL SKILLS AND KNOWLEDGE
- • Knowledge on healthy ageing – especially in the Western Pacific context
- • Ability to develop plans and proposals
- • Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct
- • Proficient in standard MS Office software applications; and
- • Presentation skills
LANGUAGE
- • Fluent in written and spoken English
- • Native Japanese language is essential

ADDITIONAL INFORMATION
Duration of contract: 6 months (part-time) starting January 2023
Place of assignment: Remote (Off-site)
Duty travels within/outside Japan to visit potential sites for filming and arranging meetings/workshops/site visits for healthy ageing focal points and member states counterparts.
