BACKGROUND

WHO in Cambodia, Viet Nam and Lao People’s Democratic Republic are committed to fully leveraging the power of strategic communications as a tool for health based on the C4H principles. As a result, WHO has recently established C4H Technical Officer positions in country offices to enable greater impact of health communications.

As these Technical Officers work to develop a more evidence-based approach to communications, additional communications support from a Short-Term Consultant (STC) is required to respond to day-to-day communication needs of the Organization. With this in view, WHO Cambodia, Viet Nam and Lao People’s Democratic Republic are aiming to share a consultant resource under the below terms of reference.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

Under the guidance of Communication for Health (C4H) Technical Officers, the consultant will provide communications support to WHO Country Offices in Cambodia, Viet Nam and Lao People’s Democratic Republic.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Outputs:  Communication activities will be successfully prepared for the C4H Technical Officers’ approval, following WHO’s communication activities calendar, as well as responding to other communications requests received via the C4H Technical Officer from technical areas.

The consultant will work with the C4H Technical Officers and other communication focal points, technical officers responsible for health topic areas, and the WHO Regional Office for the Western Pacific (WHO WPRO) to perform the following:

  1. editing and/or drafting speeches, media responses and press releases;
  2. editing and/or drafting web stories;
  3. developing and/or reviewing social media posts;
  4. support the development of materials for multimedia libraries (e.g. collation and captioning of images);
  5. Support the development of materials aimed at communicating WHO’s impact in countries and the Organization’s work with partners;
  6. Overseeing the development of corporate templates for banners/event signage; and
  7. Perform other tasks as required.

Deliverable 1: Monthly progress reports on the communication activities produced

Deliverable 2: A final report at the end of the contract that details the key achievements and support provided to the WHO offices.

 

METHODS TO CARRY OUT THE ACTIVITY

Depending on the home-base of the successful applicant, the work can be carried out remotely or in the WHO office, if the person is based in Hanoi, Phnom Penh or Vientiane.

The consultant will work under the supervision of three C4H Technical Officers, working at times with the technical areas in each country office, including disease control, health emergencies, and healthy lifestyle and environment.

The consultant will be required to submit monthly reports on the progress in achieving outputs and deliverables

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  University degree in communications, public relations, public health or related field from a recognized university.

Desirable:  Advanced training demonstrated in communications, public relations, media communications public health or related fields.

EXPERIENCE

Essential:  Minimum of five (5) years of experience in communications or public health related field

Desirable:  Experience in international organizations and NGOs, preferably on health-related issues.  Work experience or knowledge of policy development with the government an asset.

LANGUAGES

Written and spoken fluency in English is essential.
