1.           Background

UNICEF country offices in the Latin America and Caribbean region would like to unlock the digital fundraising potential by maximizing this channel for recruiting pledge donor (regular donor) through one step and two steps activities. Recruitment through digital fundraising started some years ago, in few Country office and UNICEF would like both to grow in such markets and to capitalize on in other markets.

This is in line with the Global UNICEF Private Fundraising and Partnerships (PFP) strategy i.e. focusing on building a sustainable pool of regular donors and providing valuable unrestricted income for Country Offices and, increasingly as CO incomes grow, also contributing to a Regional Thematic Fund and Global UNICEF programmes.

Given the above, the PFP Regional Support Center (PFP-RSC) of UNICEF Latin America and Caribbean Regional Office plan to continue and expand this activity in many Countries as possible in the Region.  PFP-RSC is therefore looking for qualified agencies and to establish a Long-Term Arrangement for Services (LTAS) with one (1) or more qualified companies for the provision of Consulting, Planning and Implementation of Media Buying, Creative Production for Digital, Analytics and CRO (conversion rate optimization), lead generation and Lead nurturing services, regionally and in local markets with the potential to support ad-hoc activities:

1.           Digital Media Planning and Buying

2.           Digital Media Creative production

3.           Analytics and CRO service

  4.           Lead generation and nurturing services

 

PURPOSE:

The purpose of this Request for Proposal for Services (RFPS) is to seek proposals from qualified agencies and to establish a Long-Term Arrangement for Services (LTAS) with one (1) or more qualified companies for the provision of Consulting, Planning and Implementation of Media Buying, Creative Production for Digital, Analytics and CRO (conversion rate optimization), lead generation and Lead nurturing services, regionally and in local markets with the potential to support ad-hoc activities. 

UNICEF is one of the most recognized and most respected brands in the world. UNICEF’s brand is synonymous of children’s rights and UNICEF focusses its work on children’s ability to survive and thrive. UNICEF must therefore ensure that its message and ad placement work to build its brand equity in any market it advertises in.  

UNICEF’s key objectives with all media and creative will be to drive traffic to “owned” UNICEF media, with the ultimate goal of converting visitors to donors.

UNICEF’s intention is to have always on high level Search Engine Marketing across UNICEF digital fundraising markets:

Other digital initiatives can be performed in other countries in the Region, with the ambition to enhance display and/or social media, lead generation activities during critical moments throughout the year. In line with the above, Agencies are invited to submit proposals also for all the other Countries of Latin America and Caribbean Region.

Testing and tracking will be a key component to this Programme. The ability to quickly test creative and dial up or down media spend and transition to different media or markets, and/or make immediate changes to creative and publications will be a must for our success.

The agency shall proactively provide recommendations and advice on all aspects (creative, media, tests, conversion forms, donor journey, investment, mobile vs desktop and tablet…) that can increase the ROI of the Programme.

2.    Solicitation

2.1   The purpose of this Request for Proposals for Services (“RFPS”) is to invite proposals for the " LONG TERM AGREEMENT for FUNDRAISING DIGITAL SERVICES detailed in the Terms of Reference/Statement of Work attached at Annex B.

2.2       This RFPS document is comprised of the following:

  • 2.3        This RFPS is an invitation to treat and shall not be construed as an offer capable of being accepted or as creating any contractual, other legal or restitution rights.  No binding contract, including a process contract or other understanding or arrangement, will exist between the Proposer and UNICEF and nothing in or in connection with this RFPS shall give rise to any liability on the part of UNICEF unless and until a contract is signed by UNICEF and the successful Proposer.

PART II – PROPOSAL SUBMISSION PROCESS

CONTRACTUAL PROCESS

The schedule of the contractual process is as follows:

ACTIVITIES SCHEDULE:

1.     Send Proposal:  01.12.2022

2.     Questions and Answer if necessary: Until December 13th, 2022, before 23:59 (Panama Time)

3.      Consolidates Q & A posted in UNGM: December 16, 2022.

4.      Deadline for Proposals: December 22 th, 2022 before 23:59 (Panama Time)

5.      Proposals Review: January 05th –31st, 2023. approximately

6.       Award Notice sent and posted in UNGM: February 03rd,2023. approximately

7.       Contract begins March 01st, 2023 approximately.

Proposers are required to keep all questions as clear and concise as possible.  

Proposers are also expected to immediately notify UNICEF in writing of any ambiguities, errors, omissions, discrepancies, inconsistencies or other faults in any part of the RFPS, providing full details. Proposers will not benefit from such ambiguities, errors, omissions, discrepancies, inconsistencies or other faults.

UNICEF will compile the questions received. UNICEF may, at its discretion, at once copy any anonymized question and its reply to all other invited Proposers and/or post these on the UNICEF website and/or respond to the question at a bid conference. After any such bid conference, a Questions and Answers document may be prepared and posted on the UNICEF website.

1.4        Amendments to RFPS Documents.  At any time prior to the Submission Deadline, UNICEF may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Proposer, modify the RFPS documents by amendment. If the RFPS was available publicly online, amendments will also be posted publicly online. Further, all prospective Proposers that have received the RFPS documents directly from UNICEF will be notified in writing of all amendments to the RFPS documents. In order to afford prospective Proposers reasonable time in which to take the amendment into account in preparing their Proposals, UNICEF may, at its sole discretion, extend the Submission Deadline.

1.5        Bid conference.  A bid conference will NOT be held.

1.6       Submission Deadline.  The deadline for submission of proposals is as follows:

Any proposals received by UNICEF after the Submission Deadline will be rejected.
