UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Private Sector Situation analysis Zambia Water and Sanitation ( WASH ) Sector
BRIEF BACKGROUND
Purpose
Conduct an analysis of the role and impact of business in the WASH sector in Zambia in the context of outcomes for children
PURPOSE OF THE ASSIGNMENT
The main objective of this assignment is to conduct a diagnostic of the WASH sector in Zambia, identifying how the private sector can address WASH-related child deprivations. A second objective is to identify private sector business models which are currently being supported by WASH sector actors, to determine if the models are addressing current WASH deprivations and if the private sector activities can be sustainable without continued external financial support.
The analysis should assess the role and motivation of business in the WASH and related construction, garment, cleaning, and hardware sector. It should analyse the enabling environment, examining laws, policies and regulations related to business in these sectors to understand the incentives, gaps and constraints that significantly influence or determine business practices and their impact on water and sanitation services for children. Finally, the business ecosystem in the WASH sector should be examined as part of a stakeholder analysis when mapping key business actors, prominent companies, and relevant business stakeholders. This will be important for understanding the pathways where UNICEF, government, and other non-profits can influence new entrepreneurs, existing individual businesses – and the industry more widely.
DESCRIPTION OF THE ASSIGNMENT (SCOPE OF WORK) / SPECIFIC TASKS
The WASH business sector SitAn will examine current entrepreneurs and business providing goods and services in rural context and growth centres throughout Zambia. In consultation, at each stage, with UNICEF, phase II of the situation analysis will also achieve the following:
• Identify existing WASH businesses that import, produce, or provide WASH services and analyse the impact of current policy, tax structures, and legal structures on these businesses
• Create business models using a tool such as the business model canvas and calculate approximate return on investment for at least 3 businesses per subsector. Proposals that include supporting entrepreneurs to map their own business will be viewed favourably
• Conduct activities on willingness to pay for promising WASH products and services in Luapula province
• Create individual one-page flyers identifying WASH business opportunities including size of market, products desirable by different segments of the market, willingness to pay for various products by market segmentation, and potential profit for the four most promising business models
