Data Manager to support IME Pillar of the VIMST
BACKGROUND
The Vaccination IMST was established in Jan 2020 to support the 37 countries and areas in the WHO Western Pacific Region in the implementation of COVID-19 vaccination response. One of its pillars is the Information, Monitoring and Evaluation (IME) that gathers and analyses relevant information for evidence-based decision making to properly guide and support countries. IME’s products include 2 dashboards (1 for all VIMST RO/CO staff and 1 for VIMST RO only) were developed and updated weekly with information from country weekly reports, MOH websites, WHO/UNICEF Electronic Joint Reporting Form for Immunization (eJRF), and other reliable sources (e.g., Our World in Data). It includes data on all 37 countries and areas on vaccine availability, vaccination uptake, vaccination coverage of priority groups and age-groups, vaccine safety, as well as other vaccine resources (e.g., vaccine profiles, safety profiles, tool-kits and training materials). Another IME product is the quarterly COVID-19 vaccination country profiles for 36 countries and areas in collaboration with WHO country offices and MOH. Other IME activities include supporting WHO country offices and MOH in planning, preparing, and implementing COVID-19 vaccine post-introduction evaluation to evaluate vaccination response and its impact to routine immunization. IME also provides regular updates, or as needed, on vaccination coverage to VIMST, senior management and other units. A dedicated human resource (data manager) is thus essential to regularly update the dashboards and continuously provide data management support in developing quarterly country profiles and in conducting COVID-19 post-introduction evaluations.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To support the Information, Monitoring and Evaluation (IM&E) pillar of the Vaccination Incident Management Support Team (VIMST) in the management of COVID-19 vaccination and safety data.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
In coordination with focal persons from the VIMST pillars:
- To maintain and update, as needed, the VIMST internal dashboard and the COVID-19 Vaccine Task Force (VTF) dashboard through weekly collection, collating, encoding, uploading, and archiving COVID-19 vaccination and safety data from countries and areas in the Western Pacific Region
- To prepare quarterly COVID-19 Vaccination Country Profiles
- To review country submissions of monthly COVID-19 vaccination questionnaire via the WHO/UNICEF Electronic Joint Reporting Form (eJRF) and incorporate them onto the regional database
- To develop and manage Open Data Kit (ODK) survey for COVID-19 vaccine post-introduction evaluation conducted in countries and areas in the Western Pacific Region
METHODS TO CARRY OUT THE ACTIVITY
Output 1: Updated VIMST dashboards that includes data on vaccine availability, utilization, deployment and safety from country weekly reports, MOH websites, eJRF and other reliable sources.
Output 2: Completed set of COVID-19 vaccination country profiles every quarter (Jan, July, October, December 2023)
Output 3: ODK survey for COVID-19 vaccine post-introduction evaluation conducted in the Region
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: With a degree in information technology, computer science, statistics, mathematics or related courses
EXPERIENCE
Essential: At least three years of experience in data processing/management
TECHNICAL SKILLS & KNOWLEDGE
Essential:
- - Excellent in Microsoft Excel
- - Experience in data visualization tools such as Microsoft Power BI
- - Experience in desktop publication tools such as Adobe InDesign
- - Proficient in managing spreadsheets and/or databases, data analysis and preparation of graphs, tables and maps
Desirable:
- - Knowledge on statistical tools such as Stata or R
- - Experience in ODK data collection software
- - Experience in xMart data harmonization and warehouse software
LANGUAGES
Good working knowledge of the English language.

Duty station: Remote work
Duration of contract: 12 months starting 1 January 2023
