BACKGROUND

In 2018, the 69th session of WHO Regional Committee for the Western Pacific endorsed the Regional Action Agenda on Harnessing e-Health for Improved Health Service Delivery in the Western Pacific. In 2020, the 73rd World Health Assembly endorsed the Global Strategy on Digital Health 2020-2025. Since then, the breadth of digital health interventions being used in Member States has expanded beyond its scope. The digital health landscape has changed rapidly recently, particularly with the prominent use of digital health interventions during the COVID-19 pandemic.

Having considered above-mentioned context, it is proposed to develop a regional action plan on digital health for the Western Pacific which will be a tailored Regional Action of the Global Strategy on Digital Health 2020-2025 as well as supersede existing Regional Action Agenda on Harnessing e-Health for Improved Health Services Delivery in the Western Pacific. It will also help country’s UHC journey in the new future context.

As such, the WHO Regional Office for the Western Pacific (WPRO) is looking for a competent individual expert to assist the Health Information and Intelligence (HII) team under Data, Strategy and Innovation (DSI) group in developing the regional action plan on digital health for the Western Pacific.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

To assist the Health Information and Intelligence (HII) team under Data, Strategy and Innovation (DSI) group in developing the Regional Action Plan on Digital Health for the Western Pacific.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1 – Provide strategic inputs to the Digital Health Vision in the Western Pacific Region.

Deliverable 1.1: Draft discussion paper on the Digital Health Vision considering digitalization, 4th industry revolution and other broad socioeconomic changes and its impact to health sector using foresight, backcasting and other appropriate methodology (before the first on-site consultancy period)

Deliverable 1.2: Updated discussion paper on the Digital Health Vision (after the first on-site consultancy period)

Output 2 - Preliminary draft of Digital Health Regional Action Plan and related documents

Deliverable 2.1: Finalized Digital Health Regional Action Plan with inputs from expert panel and Member States incorporated.

Output 3 – Technical inputs to draft Regional Action Plan on Digital Health for the Western Pacific

Deliverable 3.1: Draft Regional Action Plan on Digital Health for expert consultation (before the second on-site consultancy period)

Deliverable 3.2: Updated draft Regional Action Plan on Digital Health reflecting deliberation from the expert consultation (after the second on-site consultancy period)

 

METHODS TO CARRY OUT THE ACTIVITY

This contract will be a mixture of on-site and off-site consultancy. The consultant may work remotely from his/her location on a part-time basis during the period of consultancy. The consultant is expected to attend weekly team meeting and other related meetings of HII unit.

The consultant will be required to report to WPRO and provide on-site consultancy at the time specified below (subject to confirmation) to work intensively with HII unit and DSI group.

  • • First on-site consultancy period in early December 2022 for 2 fixed-term equivalent days excluding travel days
  • • Second on-site consultancy period in early March 2023 for 10 fixed-term equivalent days excluding travel days

The consultant will be required to submit monthly reports on the progress in achieving outputs and deliverables.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: A postgraduate degree in relevant areas such as digital health, health policy, public health or related field from a recognized university.

EXPERIENCE

Essential: At least 10 years of experience in relevant areas such as health policy development, digital health programme development, health strategic planning at both national and international level.

TECHNICAL SKILLS AND KNOWLEDGE

  • • Expert level knowledge on industrial revolution 4.0, digitalization and digital health
  • • Deep understanding on unique context and challenge in applying digital health solution and journey towards universal health coverage in the Western Pacific Region
  • • Expert level skill in searching and reviewing relevant information, consolidating different view and opinions, and writing a policy paper.

LANGUAGE

  • • Fluent in written and spoken English is essential.
