Technical Support to Develop a Comprehensive/Sustainable Credentialing, Competency and Capability Framework for Allied Health Professions (AHP), Ministry of Health (MoH), Malaysia
REQUIREMENTS
WHO requires the successful bidder, the Contractor, to develop a comprehensive/sustainable framework combining credentialing, competency, and capabilities for allied health professions in the MoH, in order to deliver safe, high quality and patient-centered care. This is to complement the existing guidelines related to credentialing, competency and capability of allied health professions in Malaysia.
- Phase I: Review of Existing Guidance and practices
- Phase II: Compare the findings with Global best practices
- Phase III: Develop new comprehensive guidelines for all AH profession including specific recommendations for selected groups of AH professions
- Phase IV: Obtain professional review from global experts and engagement with relevant stakeholders to create/increase awareness before implementation
WORK TO BE PERFORMED
To develop a comprehensive/sustainable framework combining credentialing, competency, and capabilities for allied health professions in the MoH, in order to deliver safe, high quality and patient-centered care. This is to complement the existing guidelines related to credentialing, competency and capability of allied health professions in Malaysia.
KEY REQUIREMENTS
Specific objectives are:
Phase I
- • To review the local existing procedures, methods, guidelines, structures or paperwork related to credentialing, competency and governance mechanism for healthcare workforce in Malaysia.
Phase II
- • To compare local and international workforce practice framework that include credentialing, competency, and capability for allied health professionals.
- • To determine the possible methodology to develop the credentialing, competency and capability framework development for the allied healthcare workforce in Malaysia.
Phase III
- • To conduct stakeholders’ meetings with various stakeholders (academics, training experts, professions) to develop the credentialing, competency and capability framework for the Malaysian context.
- • To develop an effective framework for credentialing, competency, and capability for allied health professionals in the MoH.
Phase IV
- • To obtain professional review from global experts in credentialing, competency, and capabilities for allied health professionals
- • To create/increase awareness during relevant stakeholders’ meetings before implementation.
Outputs/Deliverables
Output 1: Report/findings on the review of existing guidance and practises of AH professions in Malaysia
Deliverable 1.1:
The report/findings on the review of existing guidance and practises should be applicable for all AH professions including specific recommendations for selected groups of AH professions in Malaysia
Output 2: Comparison report/findings with the Global best practices
Deliverable 2.1:
The comparison report/findings between Global best practices and for all groups of AH professions for Malaysia
Output 3: Develop new comprehensive guidelines applicable for all AH professions including specific recommendations for selected groups of AH professions in Malaysia
Deliverable 3.1:
A new comprehensive guidelines developed; the guidelines should be applicable for all and selected groups of AH professions for Malaysia
Output 4: Obtain professional review from global experts and stakeholders’ engagements to create awareness for all/selected groups of AH professions in Malaysia
Deliverable 4.1:
To share the professional review from global experts in selected groups of AH professions in the stakeholders’ engagements to create/increase awareness before implementation. A report on the stakeholders’ meetings carried out

QUALIFICATIONS AND EXPERIENCE
Mandatory:
- • Proven experience in the field of training or competency and credentialing framework development.
- • Previous work with WHO, other international organizations and/or major institutions in the field of training or competency and credentialing framework development ;
Desirable:
- • Experience in management, organizational/Business studies/human resources and development
