New clarification added: Q30. Following Clarification Answer No#15, in relation to Russian vehicle manufacturers - can you confirm if the supply of the KAMAZ brand is acceptable?A30. In addition to the comments to clarification #15, please note that this is an EU funded project so UNOPS will need to discuss with the EU on the way forward in case the recommended company under UNOPS procurement rules falls under the scope of the EU restrictive measures.

New clarification added: Q18. As we have seen in other clarifications, it is possible to bid by Lots, but all the products of the same lot. For example in Lot no. 3, there are the 3 recovery vehicles, 4 Medium Trailer and 2 Telescopic Handlers. We consider that the two telescopic handlers belong to lot number 2, which is construction machinery just like lot 2. The recovery and the trailer can be classified as trucks. Please reconsider the clasification of the telescopic handles as machinery and not as a truck.A18. For this tender, the lots classification remain the same. The name of the lot are for the purpose of the description of the lot.Q19. New clarification added: Q26. For the constuction machinery, the requirement of engine reach to US EPA Tier 4 final /EU stage V. You already addressed this question, however in our opinion this is a critical issue which you should be required to revisit again.A26. The requirement for ALL trucks are amended to read, "Emissions complies with: EU Stage II or equivalent". Please see amendment 3 of the RFQ - Amendment 3 RFQ Section II - Schedule of Requirements_Trucks and Amendment 03_RFQ_Section_III_Returnable Quotation Forms_Trucks for details.Q27a. Regarding Lot 1 - Long-Range Reconnaissance vehicles.We are kindly asking you to revisit the requirement for "Power: 200+bhp, 6 Cylinder engine" , we strongly suggest to change engine specs to something like: "Minimum 140 hp, 4 cyl diesel", capable of operating with low quality diesel (2000 ppm Sulphur, high water content). "A27a. The requirement remain the same under this tender.Q27b. When those pickups are fully loaded, engine torque at low RPM becomes much more critical parameter, than the engine hp. Simply saying, even 200-300 hp engine with low torque will not perform as good as a 140 hp engine with high torque numbers at low RPM.Therefore, we strongly recomend to add Engine Torque requirement. Something like "Minimum 400 Nm torque, at low RPM"A27b. The requirement remain the same under this tender.Q28. We would like to draw your attn.to the LRPV specification that reads, "Protection – The vehicle must be protected by a full Roll Over Protection System which consists of a tubular superstructure mounted on the chassis made of flexible interface joints which enables the frame to flex with the chassis as the vehicle moves over rough terrains." The above specification is inclined more to commercial vehicle standards than to Military standards. Can the he specification be amended to read as, :"The vehicle must be fitted with a full body undercarriage protection plate”,?A28. Five of the six Tabs, represent required forms (Form A, Form D, Form E, Form G and Form H ). Can UNOPS please instruct where bidders are supposed to place required information for Forms B, C and F? Bidders can select to submit a quote for 1 or more lots but must submit a quote for all items under selected lots. That is bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot. Our company is representing vehicles and equipment manufacturers from Russia and Belarus. Do you have any restrictions on buying Russia / Belarus made vehicles ?A. Bidders are ebcourage to review the general and technical requirements of the items.Q7b. For the constuction machinery, the requirement of engine reach to US EPA Tier 4 final /EU stage V equivalent and warranty of 3years /10000km is not fit for heavy equipments. Is it possible that accept EU stage 2 equivalent and the warranty of 3years / 3000 work hours instead?A7b. The requirement for "Emissions complies with: U.S. EPA Tier 4 Final/EU Stage V/Japan 2014/Korea Tier 4 Final or equivalent" stated in the tender remain the same. New clarification added: Q4. The issued documents are RFQ documents yets the budget are way above RFQ requirements, should we take it as an ITB?? Looking at various needed vehicles, these are high budget lot requirement. Should we assume that for this case budget wont affect the RFQ limit or treat this with any budget deemed fit??A4. This is tender process is under the emergency procureent process. Kindly refer to the UNOPS Procurement Manual r7 15.4.4.5, which partly read, "RFQs can be used regardless of the value of the emergency procurement" Bidders are encouraged to submit their quotation according to the tender instructions.Q5. I have intention of submitting for the quote, is there anything I need to do?A5. Bidders are encouraged to express their intention to submit their quote through UNOPS esourcing portal via UNGM. New clarification added: Q1. Due to the extensive technical analisys that it is necesary to do for this tender and the necessity to prepare correctly all the documentation having only 15 days for its preparation is not sufficient. Is it possible extended deadeline at least 15 days?A1. The office will consider the request for extension of the quotation deadline date but bidders are encourage to work towards the deadline dates state per the tender requiremtns. Any futures changes to the deadline date will be communicated through the esourcing tender.Q2. The delivery schedule laid down in the Tender stipulates a delivery time from the date of contract signature of 5 calendar months FCA location and 7 calendar months CPT Mogadishu Port, Somalia.
