1.0 0The United Nations Assistance Mission for Iraq (UNAMI) has a requirement to obtain the services of a Logistics/Freight Forwarding company for provision of freight forwarding services for unaccompanied personal effects and miscellaneous store items for military personnel who have been deployed to Iraq in support of UNAMI (Iraq) The scope of the services shall include but not limited to collection at point of departure, dispatch and delivery on a ‘Door to Door’ basis, of unaccompanied personal effects and miscellaneous store items from country of origin of military personnel to UNAMI locations in Iraq and from UNAMI locations in Iraq back to country of origin of military personnel an “as required” basis. for an initial term of one (1) year from the Effective Date (the “Initial Term”). UNAMI may, at its sole option, extend the term of the respective contract(s) on the existing terms and conditions for additional two (2) consecutive periods of one (1) year each subject to (i) extension of UNAMI mandate and/or unavailability of funds and satisfactory performance of the Contractor. UNAMI reserves the right to split the award by making multiple awards if such an arrangement is found to be to the best interest of UNAMI. 1.1 For this purpose, UNAMI will undertake a competitive bidding exercise shortly, accordingly would issue a Request For proposal (RFP) to those companies who would express their interest and provide initial relevant information as to their ability to fulfill UNAMI’s requirement. In addition, the interested Companies will be requested to upgrade UNGM Vendor Registration under LEVEL” 2 “or to complete UNGM Vendor Registration Form (New Vendors Only) and to register under the same required registration level “2”. 2.0 The solicitation will be based on a detailed Statement of Works, UN General Conditions of Contracts and other related documents which will be provided by UNAMI to all companies who respond to this EOI and qualify for the tender. 2.1 The freight forwarding and customs clearance services will be limited to shipments imported/exported by air of Military personal effects based on the below annual estimation: BAGHDAD, IRAQ - NADI , FIJI 9,600 KG Expected Number of shipments in 12 months 1 NADI, FIJI - BAGHDAD, IRAQ 4,800 KG Expected Number of shipments in 12 months 1 ERBIL, IRAQ - KATHMANDU, NEPAL 2,190 KG Expected Number of shipments in 12 months 2 KATHMANDU,NEPAL - ERBIL, IRAQ 1,95 KG Expected Number of shipments in 12 months 2 2.2 The contractor shall be able to collect and deliver shipment to/from the following locations: UNAMI-HQ , International Zone / Diwan school- Baghdad UNAMI-FSB , Baghdad International Airport- Baghdad UNAMI Regional Office, UN compound-100m road, Airport junction-Erbil Fiji Army HQ, Nadi, Republic of Fiji Nepalese Army HQ, Kathmandu, Nepal 2.3 Mandatory Requirement : 2.3.1 MANAGEMENT QUALIFICATION AND EXPERIENCE. General Manager has logistics/supply chain management or equivalent degree and a minimum of 5 years of experience in a related field. Project manager has a minimum of 3 years of experience in logistics related operations/projects. 2.3.2 Vendor hold a valid business/trade license. A copy of business license to be provided. 2.3.3 Vendor hold a valid customs clearance license. A copy of business license to be provided. 2.3.4 Vendor’s evidence of at least 5 years of establishment and experience or projects (at least 3) managed in past 5 years with capability to handle medium (10 cubic meters) to large volume (30 cubic meters) shipments (UNAMI reserves the right to verify the accuracy of such information). 2.3.5 Ability to obtain approval for contractor’s personnel, vehicles and equipment to gain access/entry to facilities located in Iraq and controlled by Iraqi Security Forces where UNAMI has offices. This is currently but not limited to: Baghdad: International Zone, Diwan school. Baghdad: Forward Support Base (FSB) at Baghdad International Airport (Military area) Erbil: Erbil Airport Area (UN compound-100m road, Airport junction) 2.3.6 Ability to provide customs clearance services for unaccompanied personal effects and miscellaneous store items imported/exported by air. This is currently, but not limited to: Baghdad: Baghdad International Airport Erbil: Erbil International Airport 2.3.7 Ability to track and follow up on UNAMI import/export duty exemption applications and other shipment related documents submitted to Iraqi Government agencies 2.3.8 Written Assurance to be provided in proposal: Below stated written assurances are to be included in any proposal in the form of a certified statement and will be included in their entirety as an integral part of any contract entered into as a result of this proposal. a) Assurance that the contractor shall seek UNAMI ‘s written approval prior to disbursement of any monies for charges and/or other expenses relating to UNAMI consignment. b) Assurance that air and overland freight for UNAMI shipments shall be prepaid to carriers and that such costs will be charged against receipt to UNAMI for reimbursement on an interest free basis. c) Assurance that the contractor shall initiate, jointly with surveyor’s agent/representatives, all the necessary procedures for UNAMI claims against carriers, insurers, agents, or any other party for any damage, loss, pilferage or incident pertaining to UNAMI shipment and that the contractor shall whenever applicable protect the interests, rights and property of UNAMI. d) Assurance that all vehicles provided for transportation of UNAMI consignment meet safety requirements 3.0 Please note on the following: • This EOI is not an invitation to submit a bid/proposal. • UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere expressing an interest would not automatically warrant for RFP document. • UNAMI reserves the right to reject EOIs received after the above deadline
