Develop integrated data dashboards on communicable disease programmes for WHO Western Pacific Region
BACKGROUND
Data are critical to measuring progress in attainment of the health-related Sustainable Development Goals, Universal Health Coverage (UHC) and other global and regional action plans. A vision document of the WHO Regional Office for the Western Pacific, “For the Future”, also emphasizes the importance of health metrics in developing global and national health strategies and driving activities at national and subnational levels. In the Region, despite the significant progress made in communicable disease control over the past decades, individuals and communities are still afflicted by unfinished epidemics of infectious disease, requiring the strategic use of data in reaching the unreached.
Member States report various types of health data including survey and surveillance data to WHO to facilitate global and regional monitoring of health status and trends of disease burden. Data collection and analysis for each disease control programme have been traditionally managed by respective technical programmes using different tools and platforms. However, more recently, WHO and Member States have shifted emphasis to ensuring integrated service delivery to advance UHC and promoting the integration of disease surveillance including existing digital tools. It is therefore proposed to develop an integrated data dashboard on communicable disease control programmes that serves as a digital platform to provide key monitoring indicators for all communicable disease programmes (tuberculosis, HIV, hepatitis, malaria, and neglected tropical diseases) as well as disease specific thematic dashboards that provide useful analytics to support the advocacy, convening and enabling activities of the WHO.
PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
To develop integrated data dashboards on communicable disease programmes for WHO Western Pacific Region, with a focus on reaching the unreached.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Under the supervision and guidance of the technical staff from integrated communicable disease control unit (ICD) in WHO WPRO, the contractor will perform the following functions remotely:
- To design and develop an integrated data dashboard on communicable disease programmes which includes the following components;
- Overview of major indicators on communicable disease programmes in the Region
- Country profiles on communicable disease programmes
- Entry points to disease specific thematic dashboards, with a tool to monitor web access
- Interactive subnational map that facilitates identification of under-served areas
- Interactive data visualization tool using the data from the global burden of disease study
- To design and develop thematic data dashboards on tuberculosis, HIV, hepatitis, malaria, and neglected tropical diseases
- Upgrade existing data dashboards (NTDs, Leprosy and TB) as needed
- Incorporate existing digital tools where available
- To provide routine data management and analytical support for communicable disease surveillance, which includes the followings.
- Development of data collection and reporting tools
- Development of databases
- Data cleaning and processing
- Data analysis and advanced data visualizations
METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS
- • Map existing data and brainstorm required features in consultation with technical staff
- • Design overall layout of each dashboard
- • Develop mechanisms to extract the required data from multiple sources
- • Transform the data to match the visualization specification
- • Design interactive charts, tables and maps using major indicators
- • Deploy dashboards on the web
- • Testing, debug and continuous improvement
Outputs/Deliverables
- Integrated dashboard on communicable disease programmes
- Thematic dashboards for each of the disease control programmes (tuberculosis, HIV, hepatitis, malaria, and neglected tropical diseases)
- All source codes of the dashboards
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: University degree in information and technology, computer science, technology management, knowledge management or other related field from a recognized university
Master’s degree in the above-mentioned fields
EXPERIENCE
Proven experience in developing data dashboards with various features using R Shiny
SKILLS/TECHNICAL SKILLS AND KNOWLEDGE
Essential:
- Website and app development using programming/scripting language
- Data dashboard development using R Shiny
- Skills in using various R packages required for developing interactive dashboard (e.g. shiny, shinydashboard, echarts4r, plotly, dplyr, ggplot2, jsonlite etc)
- Skills in handling special data in R and creating interactive maps
- Skills in using application programming interface (API) for web applications
Desirable:
- Working knowledge on DHIS2
- Database management system (SQL/MySQL)
- Geographical information system (GIS) software (QGIS, ArcView/ArcGIS)
- Google analytics
- Knowledge on major business intelligence tools (Tableu, Power BI)
LANGUAGES
Excellent knowledge of English (Read-Write-Speak Proficient).

Place of assignment
This will be a remote technical assistance without any travels
Contract duration
15 August 2022 to 31 March 2023 (subject to confirmation). Part-time arrangement with 10 working days per month until 31 Mar 2023 (up to total of 75 working days)
