RFQ-2022-67 Project Finance Support Consultant

The purpose of this RFQ is to select suitable candidate for Project Finance Support Consultant for UNAIDS Country Office Indonesia to assist in extrabudgetary grant management; donor reporting and compliance with the UNAIDS financial rules and procedures throughout the implementation of extrabudgetary grant from donors including USAID and DFAT. 
The Project Finance Support Consultant will have the following primary duties: 
•    Provide finance, budget and reporting support from all extrabudgetary funding sources including USAID to keep a high standard of financial management, both internally and towards donors and sub recipients 
•    Support to develop and review project activity budget to ensure the use of standardized unit costings.
•    Support procurement, tracking and monitoring of issued contracts including monitoring of grant-absorption; preparing scheduled contract payments and supporting project contract close-out 
•    Prepare financial reporting and summaries in an accurate and timely manner following the contractual agreements and conduct follow up actions as necessary
•    Liaise with implementing partners for timely submission of financial reports for the fiscal year 2022; review and provide feedback to sub recipients as required.
•    Review financial proposal and financial report/financial statement from implementing partners.
•    Maintain a documentation of the financial and operations; and ensure relevant resource data is recorded in internal systems for reference in line with UNAIDS standards and procedures.
•    Perform other duties as requested by the UNAIDS Country Office.

Deliverables
1.    Monthly grant tracking and absorption report for UCO Indonesia 
2.    Quarterly financial report to donor agencies including USAID  
3.    Purchase requisition is established; and payments are processed
4.    Database of grant financial management and operation  
5.    Monthly attendance report
