RFQ-2022-82 Associate Project Officer

The purpose of this RFQ is to select suitable supplier for the procurement of an Associate Project Officer -Program Coordination- p-MPSE, who will be placed at NACO, New Delhi and work closely with under the guidance of DDG TI NACO and DD TI NACO.
Duty station: National AIDS Control Organisation, New Delhi, India
Key requirements and description of services
• Under the supervision of Nodal Officer, NACO, Government of India and UNAIDS Director, the scope of service is as follows:
• Monitor and supervise the field-level activities of p-MPSE at State/UTs and district level.
• Provide technical assistance to SACS, to implement the programmatic Mapping Population Size Estimation (MPSE) in States/UTs.
• Coordinate different divisions at NACO along with the stakeholder for smooth roll out of the field-based activities.
• Monitor the community engagement at each level of implementation of p-MPSE (at National, State and District level).
• Monitor the expanded mandate of community advisory board.
• Provide support to SI division in finalizing the prioritization of the most vulnerable districts for MPSE based on the TI program data.
• Conduct field visits for the monitoring and supervision of the p-MPSE activity.
• Provide support to compile all matters related to p-MPSE as required, for Parliamentary questions, RTI and annual reports for example
• Critically analyze data from the p-MPSE portal and provide feedback to division, State/UTs.
• Support Annual Action Plan preparations
• Overview and incorporate the budget related to p-MPSE in Annual Action Plan of all States.
• Plan the budget as per the districts included in the p-MPSE activity.
Training and capacity Buildings:
 Support the project officers’ program coordination & IT at NACO to undertake the monitoring and guiding of the p-MPSE.
 Develop inventory of best practices developed in the field and disseminate among stakeholders.
 Any other work assigned by Reporting Officer.
Support to IT Team on the Portal:
 Coordinate the hosting of the p-MPSE portal on NIC server and fix the bugs related to hosting, design the application and add-ins, design the dashboard and validations on the page.
 Support the NACO IT team
