Description

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to support and monitor implementation of the Community Led Monitoring (CLM) pilot within the Community System Strengthening (CSS) framework, and provide regular updates on progress, learnings and recommendations for scale up.
A. Scope of Services:
The following are some indicative activities that the Consultant will need to undertake but are not exhaustive.
• Support the coordination of the overall implementation of the CDC/UNAIDS CLM initiative including its grant management, project coordination, monitoring, review and oversight.
• Manage contracts of sub-contracted organizations and individuals implementing the CLM initiative.
• Organize and participate in regular meetings with the UCO thematic focal point, and the Implementing Partner, to discuss progress and challenges, share experiences and learning and identify course corrections.
• Support the Regional CLM consultant in mapping the CLM initiatives in India and their training needs
• Provide technical support for CSS/CLM products developed by the partners for further scale up of activities
• Periodic submission of analysis of the data and findings along with reports on actions taken for issues identified.
• Undertake deeper analysis of the reports provided by the implementing partner on quality, access and reach of services on the ground
• Support the development of mid-term and final reports to CDC on the implementation of the grant and progress according to CDC requirements and the agreed monitoring and evaluation plans.
• Advocacy plan for effective integration of CLM in government M&E structure and support for sustainability of CLM initiatives, including buy-in activities ie advocacy meetings at the country level.
• Provide monthly and quarterly progress reports as well as quarterly meetings on the learnings and recommendations on plan implementation.
• Perform other duties required in support of the Programme.
The work is to be performed in the period 1 July 2022 – 30 December 2022.
