New clarification added: Question:In reference to the schedule of requirements and the list of items requested part of this ITB, we would like to enquire whether partial offers are accepted.If not, we kindly request that the items be subdivided into Lots, between chemical identification/ trace explosive detection items and Explosive Ordnance Disposal items. We believe this would allow for better competition between bidders.For example, Item 1 (Portable Jammer) and Item 12 (RoV with Firing Circuit) are items that require export licenses and end user certificates and can be considered as weaponized items. Furthermore, the specifications for Item 12 are limited to one manufacturer, which makes it difficult to respond to the ITB should this manufacturer refuse to provide a quote.UNOPS Answer:This tender will be amended by dividing it into 4 lots.

UNOPS Answer:The upcoming amendment for this tender will divide it into 4 lots as below:Lot 1: Item 1, 5,6,7, 11, and 12 (explosive ordnance disposal).Lot 2: Items 2,3 and 4 (demining operations).Lot 3: Item 8 (trace explosive detection).Lot 4: Item 9 and 10 (chemical identification). Question:Item 07: Portable (Handheld) X-Ray (for EOD)Is there a specification for the x-ray generator (Kv, Penetration, weight, etc)?What size Phosphor imaging plates are required and how many per system? Will the image plate processor be used in the field, i.e. should it have an internal, rechargeable battery for field use? UNOPS Answer:For the x-ray generator, XRS-3 specifications are suitable.or:weight: less than 6 kg (including battery).Max photon energy: 270 KVp.Beam angle: 40-degree standard.Max duty cycle 200 pulses per 4 minutes or better.Penetration: 1 inch of steel or better.We require 3 different sizes of Phosphor imaging plates for each system: small (20 x 25cm), medium (25 x 30 cm), and 4 standard sizes (35 x 43 cm) which can be used individually or mounted in multiple combinations to investigate a larger object.The image plate processor will be used in the field, therefore internal rechargeable batteries are required.

Please adviseIs the drone to be to MIL-Spec? Yes/NoIf yes, to what specification?Kindly provide the fullest information on what accessories/fitting out is required for the drone, as this has a major bearing on its costs.UNOPS Answer:About the range for drone controllers 5KM-15KM would be suitable.MIL spec depends on you. We need drones only for Recon and to place disruptive charges next to the suspicious object or IED or UXO. Cameras and grippers would be enough as accessories. Therefore, Drones with MIL-spec or not, do not matter, as long as we can use them for Recon and to transport charge up to 30 kg.

New clarification added: Question:Dear Team, please confirm that you will be able to issue an End User Certificate (EUC) to the company which is selected to supply the goods as this certificate is used in international transfers, including sales and arms provided as aid, weapons, and ammunition to certify that the buyer is the final recipient of the materials and does not plan on transferring the materials to another.UNOPS Answer:We confirm that we are able to issue an End User Certificate (EUC) to the company which is selected to supply these goods.

Line item 4 Demining Helmet: Please clarify "Some users only require ballistic protection for the full face visor (not the helmet) what does UNOPS require?If full ballistic protection is required for the helmet and for the full face visor then please confirm to what standards of protection the helmet and visor must comply.UNOPS Answer:We require a lightweight demining helmet that provides head and face protection against blast-type anti-personnel (AP) mines. Therefore, full ballistic protection is required for the face visor only and not for the helmet.

New clarification added: Question :We request clarification on the number of receivers required to be installed on the remote initiators - please respondUNOPS Answer:The number of receivers required to be installed on the remote initiators is 2, 3, 4 or 5 receivers. Any number between 2 and 5 is acceptable.

Radio Controlled IED Portable JammerPlease kindly clarify that the rechargeable battery inside the equipment is acceptable, also our device could be used with AC power. UNOPS Answer:Yes, the rechargeable battery inside the equipment is acceptable, actually, it is required.Question :Item 7. Portable (Handheld) X-Ray (for EOD)We use the amorphous silicon imaging technology, which is the newest X-ray detection technology in the world, the detailed technical specification will be submitted with the product catalog. it is easy to operate, and suitable for explosive disposal work. It’s an updated device than the requirement. Please kindly clarify whether the more advanced device is acceptable.UNOPS Answer:Yes, the amorphous silicon imaging technology is acceptable.
