United Nations Office at Nairobi (hereinafter referred to as UNON) on behalf of the UN Habitat, Somalia anticipates to construct a Youth Centre in Baidoa, South West State, Somalia The scope of works consists of the construction of one (1) Youth Centre in Baidoa with the folloiwng approximate dimensions in square meters: Project site 3,660 Total covered surfaces 1,030 Total indoor spaces 600 Total outdoor spaces 3,060 The project envisages the construction of the following interior spaces: - two separate entrances and check points, one for males and one for females (24 mq); - one office (24 m2); - one storage room (24 m2); - one classroom (51 m2); - one training room (77 m2); - one computer room (51m2); - one library / reading space (51 m2); - one co-working space (51 m2); - one cafe / tea room / restaurant (52m2) with kitchen (16m2) and pantry (6m2); - one female toilet (24m2); - one male toilet (24 m2); and the following open areas: - two big open and covered areas (54 and 83 m2); - one open air theatre (190 m2); - one playground (364 m2); - a small square equipped with benches and tables; - space for an eventual vegetable garden; - parking lots (62 mq). The Youth Center also includes: - a perimetral wall of 6 meters high with one vehicle accessible-entrance, one pedestrian entrance and three security exits, two of them constituted by a ramp and stairs to reach the height of the land. The ramps (12 meters long and 1.5 meter wide) provide easy exit for people with disabilities; - five access ramps and stairs to the building. The access ramps (5 meters long and 1.3 meter wide) provide easy access for people with disabilities; - a 0.5 meters high plinth. The choice of materials to be used for the construction derives from the components of cost and installation capacity by local workers, availability and ease of transport. Specifically, the following main materials have been chosen: - reinforced concrete for foundations, pillars and beams; - single-headed concrete hollow blocks infill; - wooden beams; - plywood for the ceiling; - corrugated iron sheet for the roof, - metal windows. The scope of works includes, but is not limited to, the following components: - site clearance; - foundation excavation; - stone masonry work; - concrete work; - reinforcement; - floor construction; - super-structure / wall work; - roofing trusses – timber work; - electrical installation; - plastering and painting; - doors and windows installation; - septical tank and plumping works; - sanitation work. Construction firms/vendors from all countries (hereinafter referred to as “applicants”) interested in undertaking the works should submit their applications for prequalification as a potential contractor of the above office. All applications should be sent through the email addresses provided in this request for expression of interest (hereinafter referred to as REOI). The REOI Reference No. and the title should be inserted in the subject line. Only applicants who possess the minimum qualifications outlined in this REOI will be prequalified and invited to participate in the bidding exercise for this requirement. It is planned and estimated that the works will be undertaken and completed within a period of two (2) months. IMPORTANT Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify eligible vendors that would be interested to participate in the upcoming tender and who are qualified to undertake the works. The complete tender package including the specifications, scope of work, bills of quantities, drawings and plans, shall be provided in the tender documents that will be issued subsequent to this REOI. UNON reserves the right to change or cancel the requirement of this REOI at any time during the EOI and/or solicitation process. Submitting a reply does not therefore automatically guarantee that your company will be considered for issuance of the solicitation documents. Only applicants who, in the UN’s sole discretion, are deemed eligible and qualified, upon completion of an objection evaluation of the applications, will receive the tender documents. Notes on the Prequalification Criteria: -UNON will evaluate the legal compliance of the applicants, accreditation to undertake construction works and previous experience. -Applicants will be evaluation on the basis of the seven (7) prequalification criteria outlined below: -Applicants must PASS in all the seven (7) prequalifiation criteria. Applicants who fail in one or more criteria will be disqualified and will not be invited to participate in the ensuing competitive tender process. The Prequalification Criteria: (1) Applicants must be registered in the United Nations Global Market Place (UNGM). Kindly refer to the instructions provided in this REOI on how to register in UNGM. (i) To support this, applicants must write their UNGM valid number in their applications. (2) Applicants must have been in existence as legally registered entities undertaking construction works for at least the last three (3) years from the REOI closing date. (i) To support this, applicants should submit their company registration certificate showing that they have been in existence as a legal entity for the last three (3) years from the REOI closing date. (ii) Applicants must also submit a license or accreditation certificate to show that they have been undertaking construction works in the last three (3) years from the REOI closing date. (3) Applicants must own at least one (1) truck and one (1) pick-up. (i) To support this, applicant should submit copies of the log-books which should clearly show the name of the vendor indicated as the owner of the vehicles 4) Applicants must possess the required experience by having undertaken/completed (at least 95% certified) a minimum of three (3) Projects of similar nature and complexity as the UNON requirement, in the last five (5) years from the REOI closing date. By similar nature and complexity, the applicant must have constructed a building with similar scope of the project outlined in this REOI. (i)To support this, applicants should submit proof that they have successfully undertaken and completed at least three (3) construction projects with similar scope as the project described in this REOI, in the last five (5) years from the REOI closing date. The applicant should therefore provide the following details about the project: -Name and type of Project -Brief description of the Project -Location of the project (town and country) -Name of client -Contact details of the client (telephone No, postal address, email address) -Purpose/use/function of the building(s) constructed -Size of the Project by square meters -Total value of the Project -Country where the Project was undertaken -Project start date -Project end date (ii) Applicants must also attach a copy of the completion or substantial completion certificate of the declared project(s). (5) Applicants must provide the qualifications of the site engineer and/or construction manager they intend to dedicate to the project who must possess at minimum eight (8) years of experience from the REOI closing date. (i) To support this, applicant should submit the CV of the person they intend to dedicate to the Project as the site engineer and/or construction manager together with the corresponding certificates to show the experience and qualifications. (6) Applicants must provide the qualifications of the foreman they intend to dedicate to the project who must possess at minimum five (5) years of experience and qualifications. (i)To support this, applicant should submit the CV of the person they intend to dedicate to the project as the foreman together with the corresponding certificates to show the qualifications and experience. (7) Applicants must adhere to the timelines projected for this project i.e two (2) months. To support this, applicants should submit a clear and detailed delivery timetable project-plan in days (in Gantt chart), reflecting the execution of the required activites in the allocated timeline - two (2) months. The applicant shall note that the UN reserves the right to assess and verify all the information provided by the applicant for the above criteria. All documents submitted by the applicants for this REOI shall be written in English. All applications, including the required documents shall be submitted within the timeline stipulated in this REOI. Applications submitted after the REOI closing date will only be accepted at the discretion of UNON. Each applicant who meets the above seven (7) minimum requirements will be deemed to have the technical capacity and the professional experience to carry out the works. Applicants who do not satisfy the above seven (7) minimum requirements outlined in the above prequalification criteria will be regarded as non-conforming and the applicant will not be invited to participate in the ensuing competitive bidding process. Applicants should note that UNON, at its sole discretion, reserves the right to request for additional information or documentation should this be required. No payment will be made by UNON to applicants or any other entity for any costs, expenses, losses or damages incurred or suffered by the applicant or any other entity arising out of or in connection with the preparation of the application. Applicants may send their questions/enquiries not later than 48hrs to the REOI closing time to the email addresses provided in this REOI.
