We would like to ask what exactly you mean by "name". Do you mean the name of the person responsible for the office to be contacted? Please clarify.Answer 1. Name is name of the company. Ideally, the name of the person responsible should be added as well. "3. Bidder has local presence in the Region they are bidding for, with a minimum of at least two (2) offices established in the Region and submit name and address of bidders offices in the Region".

New clarification added: Clarification 18.Question 1. This is regarding the "Evaluation Criteria" which specifiy some criteria that should be fulfilled by the bidder . According to our understanding we can specify all this relevant information in a document (Proposal ) and submit the same in the "Returnable Bid Submission form B" under option "Document Checklist" , since there is no other platform to submit a separate Proposal . Could you please confirm if our understanding is correct ?Answer 1. All the relevant information related to the Evaluation Criteria should be included in the Proposal Document and it can be submitted under option "Document Checklist". The important thing is to submit the information and documents to comply with the Evaluation Criteria. If the e-sourcing system only allows for that option under "Document Checkist" then please include there.

New clarification added: Clarification 17.Question 1. Most of our engagements are subject to no disclosure agreement therefore it’s not possible to provide the client name/client contact personnel as requested. In this case would you accept indication of our internal manager who was responsible for the assignment ? Answer 1. UNOPS understands the limitation so in this case it will be possible to provide the name of the internal manager from whom UNOPS will seek further evidence for the past experience within the quoted categories and regions.

New clarification added: Clarification 16.Question 1. Based on "Selection Criteria" Technical Criterion n. 3 published on the 3rd of May 2022, we have retrieved 3 references per service category: 1 referred to public or private sector client and 2 referred to UN Agencies. From the new amendments, we understand this has changed, and you know require references per Regions. As this has a significant impact in gathering such data, can we maintain your previous requirement? If not, could you please extend the deadline for submission so as to allow us to contact our regional offices and seek this new information? Answer 1. Deadline has been extended to 22 June 2022. Please, see Amendment #4.Question 2. Based on our experience many services falling under your Service Categories have never been requested by UN Agencies in every region, therefore, credentials would not necessarily be available: in these cases can we provide regional references referred to public or private sector?Answer 2. The requirement is: The Bidder must be able to demonstrate a succesful track of similar work experience by providing at least one (1) similar project for every UNOPS Service Category for every Region they are bidding for. One of those similar projects must be with a UN agency. The requirement does not say that there must be one of similar projects with a UN agency in every region. The requirement is that the bidder has experience working with UN. Irrespective of the region.

New clarification added: Clarification 16.Question 1. Following the change of amendment 3, it is necessary for us to change the focus of the references we were preparing for you. Since we now have to demonstrate expertise by category and by region, we are gathering our references in the established regions, whereas the work so far has been more focused on gathering all our references from relevant projects in the UN.Understanding the purpose of the change, and recognizing that there are now fewer references to submit with the less mandatory documentation for which we thank you, we are now obliged to reach out to our regional teams to find the best experience to meet your needs. While this is a work in progress and we are confident that we will meet the deadline, we would like to ask you for a small deaqdline extension. With an extra week or even a few days, we will be able to identify and work on the best experiences to demonstrate that our company can deliver the services your needs.In short, we politely ask you for a deadline extension.Answer 1. Given that you are considerably modifying originals TORs, we also suggest to change the pass/fail criteria that foresee that "Bidder must have a turnover in excess of USD 100M per annum in the last two (2) audited financial". This threshold is not reachable for small/medium enterprises, neither if associated among.Answer 1. Criteria 1 of Stage: Qualification Criteria remains as it has been described and requested.

New clarification added: Clarification 14.Question 1. In the clarification 13 your response was: ‘One reference per quoted category per region. For UN reference, minimum one (1) reference will be sufficient irrespective of the regions or categories. So if you intend to quote for all categories for all regions then the max no. of project examples/references will be: 7 x 14 = 98 out of which at least one should be with UN.’ Just to make sure that we have interpreted your response correclty: does this mean that there needs to be only one UN credential out of the total 98? Or one per each region or per service category?Answer 1. New clarification added: Clarification 13.Question 1. Before amendment no. 3, if our company wanted to submit a bid to all regions demonstrating expertise for all service categories, we needed to submit 42 references with certificates, of which 28 had to be from a UN organization. After amendment no. 3 and on the same assumption:Option 1: we have to submit 28 references, 14 of them from a UN organisation, and no certificates, per region. I.e. up to 196 references (28 references for 7 regions). Option 2: we have to submit 14 references, 1 of them from a UN organisation, and no certificates, per region. That is to say, up to 98 references (14 references for 7 regions, and being at least 7 UN references, one per region). Could you confirm which of the options is correct, or if we are misunderstanding? Answer 1. One reference per quoted category per region. For UN reference, minimum one (1) reference will be sufficient irrespective of the regions or categories. So if you intend to quote for all categories for all regions then the max no. of project examples/references will be: 7 x 14 = 98 out of which at least one should be with UN.Question 2. Our understanding is that a reference can be considered from within that region if 1) the contractor's HQ is in that region; 2) if all or part of the work was performed in that region; or 3) if the agreement with the contractor covers that region. Para 2.2 of your Section III document states that the credentials to be provided for UN / non-UN clients “cannot be the same as (i)”: could you please clarify if/why these should not fall into “(i) delivering Consultant Services” ? As for the minimum requirements concerning the credentials, we would like to know if the combination of which at least two (2) projects per UNOPS Service Category and at least one (1) project delivered to a UN Agency as per UNOPS Service Category would instead still meet your minimum requirements.Answer 2. Regarding Clarification 1, Question 8.d: We are doing our best to obtain the signature of the certificates that you are requesting from the UN agencies for which we have implemented or are implementing projects. However, we are experiencing that some agencies, or some business units of some agencies, are not cooperating with us. Understanding that it is preferable to send certificates of execution or certificates of ongoing projects, we would like to request that for these cases the project contract or evidence such as Purchase Order be valid to prove that the project exists. Otherwise, we are afraid that many experiences that are relevant in the service categories for UNOPS will not be taken into account. We truly appreciate your help.Answer 1. Please, see Amendment #3.Question 2. Regarding the Price Schedule form, the daily rate is requested per region. Is it possible to subdivide the regions in some countries? Please consider for example that in Europe there are different UN HQs and that the price of resources in these HQs may vary. As a result, UNOPS is likely to benefit from more competitive prices if we specify them by country.Answer 2. No. It is not possible.Question 3. We kindly ask you whether it is possible to count as UN ecosystem agencies those agencies that, without referring to Articles 57 and 63 of the UN Charter, have a close relationship with the UN. E.g. the IAEA, the WTO, or the UNFCCC.Answer 3. Yes, this is possible.

New amendment added #3: Amendment #31. The following requirement replaces Technical Criteria 3 of Section "Criteria" of e-sourcing: The Bidder must be able to demonstrate a succesful track of similar work experience by providing at least one (1) similar project for every UNOPS Service Category for every Region they are bidding for. One of those similar projects must be with a UN agency. All similar projects references must be withing the last five (5) years. For this purpose, the Bidder will use Section III. Returnable Bidding Forms, Form E: Performance Statement Form. 2. The following paragraph is removed from Section II. Schedule of Requirements/TORs Global Consultancies: "Offeror must be able to demonstrate capacity in (i) delivering Consultant Services; and (ii) work experience with the United Nations on similar projects. This can be demonstrated in any of the regions quoted by the bidder. Please, include at least one (1) project per UNOPS Service Category and at least two (2) projects delivered to a UN Agency as per UNOPS Service Category (these cannot be the same as (i), including detailed information on country, value, duration and number of consultants involved, using Section III. Returnable Bidding Forms, Form E: Performance Statement Form".3. The following sentences are removed from Form E: Performance Statement Form: "Provide references for current or past (within 5 years) projects that are similar / relevant to the services described in the TOR. Please also provide reference information in the form of the table below as well as certificates from clients / other documentary evidence of successful completion of at least three similar projects within the last five (5) years and copies of contracts / relevant evidence for on-going projects should be included with the proposal".

Could you please confirm our understanding that the actuarial consulting services requirement is to perform IPSAS 39 valuations of the long term employee benefits provided by UNOPS? If so, could you please summarise the benefits provided (ASHI, repatriation, etc.)?Answer 1. This cannot be confirmed as we do not know what services will be required by UNOPS Country Offices or UN Agencies under this Business Area.Question 2. Would you accept, if we provide further split of rates per country within a region?Answer 2. No. The rates have to be provided by Region. We acknowledge that there may be variations between the countries in a region, however from our past experience we have seen that those variations are marginal and therefore we believe that for the sake of evaluation and later for the sake of contract management it will be to all parties benefit if we work with the rates approximated per region.Question 3. Would you accept, if we embed inflation quotation on a yearly basis into our rates?Answer 3. To be able to evaluate and compare the bids, we need a uniform approach to prices by all participants. Therefore, we prefer to request from you fixed rates, and even though in Section "Partiulars" of e-sourcing, subtittle "Scope of Bids": we wrote that "UNOPS expects all fees to remain the same throughout the duration of the LTA" if after a period of 12 months you realize that due to inflation you are not able to provide the services at the originally quoted rates, you will be able to request a revision of the rates. We will incorporate a provision for that in the LTA allowing you to request rates revision in 12 months intervals counting from the date of signature of LTA.

Yes, this is correct. The requirement is "Bidder must have a turnover in excess of USD 100M [one hundred million dollars of the United States; i.e.: USD 100.000.000] per annum in the last two (2) audited financial years and submit Financial Statements of the last two (2) years. Bidders may submit financial statements from a parent company, if required".

We have noted that among the published document the so called Invitation to tender (ITB - i.e. the actual solicitation document) seems to be missing. Can you please provide it or otherwise clarify?Answer 1. Please, see Amendment #1. Section I. Instruction to Bidders has been included as attached document in "Documents" Section.Question 2. In section IV sample contract, point 3.1.1 a document is mentioned (The Special Conditions included in Annex 1), which is not included among the published documents. New clarification added: Clarification 6.Question 1. In the ToR, p.g. 3, it is advised Offerors must bid for at least three (3) out of seven (7) regions. While on p.g. 4, it is stated that “Offerors must bid for at least two (2) out of seven (7) regions” Please advise with how many regions of the 7 is the minimum. Answer 1. Offerors must bid for at least three (3) out of seven (7) regions.Question 2. In regard to requiring the offerors to at a minimum have at least two (2) offices in each geographical region they are bidding for. Can we define offices of our partners as having offices in these countries? Or can we open offices and provide a lease agreement upon award? Since we do have 2 offices in the MENA, can we submit for one region?Answer 2. No. The offices are meant and have to be either subsidiaries or network firms operating as partnerships under the same brand name.Question 3. Do you have a minimum annual turnover criterion?Answer 3. Please, refer to Section "Criteria", Description, Stage: Qualification Criteria, Criteria 1. 1. Section II, Page 3, In order to increase competition would UNOPS please allow bidders to propose at least two (2) relevant projects delivered to a UN Agency or other global organizations/agencies as this would still be relevant to UNOPS.Answer 1. Bidders are welcome to describe two (2) past projects, but it is not going to increase or reduce competition.Question 2. Section II, Page 3, In order to increase competition, is a Prime offeror allow to use a subcontractor(s) in order to increase their footprint within a region? If so we recommend that subcontractor past performance be allowable for submission.Answer 2. No subcontractors are not allowed. Only subsidiaries and firms within the network operating as partnerships under the same brand name.Question 3. Section II, Page 1, What is the estimated value/total ceiling value of this long term agreement?Answer 3. There is no ceiling value for this long term agreement.Question 4. It is a new classification of services we are introducing for this LTA. In the Evaluation Criteria, the UN requires a bidder must have a turnover in excess of USD 100M per annum in the last two (2) audited financial years and submit Financial Statements of the last two (2) years. Given the UN’s stance of desired use of Medium and Small Business Enterprises, would the UN please consider reducing the requirement for $100M in annual revenue for each of the last two years as this significantly limits the competiton? As the size of a business is not an indicator of ability to perform this work or geographical reach. At a minimum would the UN consider at least one year in excess of USD 100M?Answer 1. New amendment added #1: Amendment #1Section I. Instructions to Bidders apply to this Tender and it is attached.The attached Section V. Long Term Agreement Sample Contract replaces the previous one as it includes Annex 1: Special Conditions.The new deadline to submit proposals is 17 June 2022.

New clarification added: Clarification 1Question 1. Please note that on page 3 it is stated that "Offerors must bid for at least three (3) out of seven (7) regions." However, page 4 states " Offerors must bid for at least two (2) out of seven (7) region." Please clarify.Answer 1. Offerors must bid for at least three (3) out of seven (7) regions.Question 2. "Bidder has local presence in the Region they are bidding for, with a minimum of at least two (2) offices established in the Region and submit name and address of bidders offices in the Region" is a mandatory criterion. Could you indicate to us where we should include this information? We do not see a specific form. We would appreciate your help.Answer 2. There is no specific form, companies will have to include this information in their proposal.Question 3. Form B indicates that "The total price of our bid, excluding any discounts offered in item (d) below, is: [Insert the total bid price in words and figures, indicating the various amounts and the respective currencies];" However, we understand that this is a long-term agreement with no minimum or maximum budget commitment, so it is not possible to indicate a total price. Therefore, it is not possible to indicate a total price. Therefore, could you give us some guidance as to what should be indicated in this section?Answer 3. The interpretation is correct. Companies will not have to indicate a total price here. Just quote "Not applicable - N/A".Question 4. Form C requests the "List of subcontractors or suppliers". In other words, they do not expect us to respond with an original narrative written for this tender, but we can send them corporate documents.
