English version: Is it possible to have a 15-day extension of the tender period?Response: L'appel d'offres a deja fait l'objet d'une extension jusqu'au 9 Mai 2022. Une autre extension n'est pas possible. The ITB was extended to 9 May 2022. Another extension is not possible.

New clarification added: Question 14: Les flux de données serveurs de centre doit-il être montant ou montant/descendant vers le serveur du Government Central Motor Register office? English version: Should the data from the test center server to the Government Central register be upload or upload/download?Response: The data from the test centre must be transmitted to the central PC/server to be kept centrally by the Government. Furthermore, all test centres must be able to draw data from this central PC/server in such a way, that a vehicle which have been registered and tested at test station A, later on can be tested on station B,C;D; etc and station B,C;D etc should then be able to draw the data on this particular vehicle from the central PC/server. Hence any vehicle must be able to be inspected at any of the test stations and all must be able to draw data for that particular vehicle.Question 15: Les données collectées des centres doivent-elles utilisées ensuite par le Government Central Motor Register office? Si oui, pouvez-vous définir les différents types d'utilisation? Doit-on réaliser un contrôle de données montantes provenant des centres? English version: Will the data collected from the test centers be used at the Government Central Motor Register office? If yes, can you specify what type of use? Should there be a control of data coming from the centers?Response: As explained in the response to above question 14, the data at the central PC/server at the Government must be available for all test stations, in order to allow any vehicle to get tested at any of the test stations, which in turn can draw the data for a particular vehicle from the central PC/server at the Government. The control must be in the sense that once received in the central PC/server, it must not be possible to change/tamper the data.Question 16: Y-a-t-il une connexion sécurisée à établir entre le serveur Government Central Motor Register office et les serveurs des centres? English version: Is there a requirement to establish a secure connection between the Government Central Motor Register and the servers at the test centers?Response: The data transmission must be carried out via a commercial internet solution in Togo. When the link between the server + database at the Government Central Motor register and the test center servers is broken, what are the security protocols to be in place?Response: This will be determined after award.Question 19: Dans le Form C Price Schedule Form, pouvez-vous préciser quel prix doit-être intégrer dans Certifications and related services (provide breakdown by service)? Installation? Formation? etc... On Form C Price Schedule Form, can you clarify what prices should be provided under certifications and related services? Installation? Training, etc..Response: For the fixed lines, the total price must include installation of all fixed test lines and training in Togo. For the mobile lines, the total price must include installation of mobile test line and training in Togo. For both, they must be delivered "Turn Key" ready to use.

English version: What is the rate of vehicle inspection in Lome?Response: Entre 400 et 800 vehicules par jour. English version: Consider between 400 and 800 vehicles per day.Question 12: Pouvez-vous décrire la procédure de fonctionnement du serveur de production du centre? Faut-il prévoir un serveur de back-up? Si oui, comment devront fonctionner ces deux serveurs? English version: Can you describle how the server works? Should we plan for a backup server? if yes, how how will the two servers work?Response: Each fixed test line in lot 1 will have it's own harddisk, which collects the data for each vehicle inspected. The Lome test station will also have a PC for collection of all data from all fixed test lines at that test station. These data will then be transmitted to the central PC/server located at the Government. The other test stations with fixed test lines in lot 1 will also have it's own harddisk, but no PC collection; hence data from these test lines will be transmitted directly to the central PC/server at the Government. For the mobile unit lot 2: The mobile unit will collect the data on it's own harddisk and in addition transmit the data to a central PC/server at the Government. If the winning bidder wins both lot 1 and lot 2, it would be required that lot 1 for fixed lines and lot 2 for mobile line can use the same central PC/server at the Government. However, if the award for lot 1 fixed lines and lot 2 mobile line is awarded to two different bidders, it is acceptable that lot 2 mobile test line has it's own central PC/server at the Government. The winning bidder(s) must include all these data collection facilities in their bid. If the client wants a data back up at the Government beyond the central PC/server which must be included in the bid, it's their decision and outside this tender requirement.Question 13: Faut-il assurer un support sur le serveur de production dans le centre? Si oui combien de temps? Quel est le niveau de maintenance attendu? Combien de temps doivent être garantis les serveurs? English version: Is it required to provide an after sales support for the server? If yes, for how long? What is the level of maintenance required? What is the required warranty period of the servers?Response: As the servers are part of the bid and technical requirements, there must be warranty and after sales service as stipulated in the tender material.

New clarification added: Question 7: The Spare parts kit section in each lot 1-2-3-4-5, it is asked to include in the quotation a spare part kit covering 12 months use of the vehicle inspection lanes, does this spare part kit for each lot refer to warranty period ?Response: During the warranty period the vendor must pay for any manufacturing defects, including spare parts, labour and other related expenses. The spare parts kit should include wear and tear parts that is not covered by the warranty.Question 8: Regarding the shipping specifications of every lot and especially the CPT incoterms, can you please confirm that it sticks to the Incoterms 2020 CPT as follows : CPT (Carriage paid to) The seller has the obligation to make the goods available to the buyer at the place of destination determined The place of destination can be a terminal (port, airport) or not The seller is in charge of the entire transport chain to the place of destination and bears all costs Export customs clearance formalities are the responsibility of the seller. The buyer has the obligation to carry out import customs clearance operations The seller has no obligation to take out insurance for the benefit of the buyer. Transfer of risk: • The transfer of risks takes place when the goods are delivered to the first carrier designated by the seller.Response: CPT is as per the definitions and rules of CPT Incoterms 2020 of the International Chamber of CommerceQuestion 9: Is a pre-shipment inspection necessary? Do we have to include this service in the quotation? Or this inspection will be carried out by a structure designated by UNOPS; the costs relating to the inspection will be borne by the Project (UNOPS)Response: If there is a pre-shipment inspection, it will be done, on behalf of UNOPS, by a structure designated by UNOPS and will be at UNOPS charge.Question 10: Considering the recent easter holidays as well as the complexity of the project, would you kindly extend the submission deadline of this ITB.Response: The submision deadline has been extended to 9 May 2022
