PROVISION OF FINANCE AND BUDGET SUPPORT SERVICES      

Interested companies should be able to provide experienced personnel in Finance, Budget and Administrative Support to UNIPSIL office in Freetown and expected to meet the following minimum requirements; a. Company shall demonstrate proof of six (6) years registration with Sierra Leone government; b. The company shall have defined/established terms of reference (TORs) for each category of its finance staff. c. The company shall produce evidence of continuous training of its staff in areas of finance, budget and administrative support. Subjects covered shall include the preparation of financial statements, processing of staff (national and international) payroll, processing of payments and claims, preparation and monitoring of operational budget, filing and archiving. d. Proper supervision and monitoring structure. This should also include the mechanism in place to ensure professional performance of the Finance, Budget and Administrative Support personnel to be deployed to offer services; e. Evidence that management of the company shall accept full liability if any of their staff makes wrong judgements, negligence or errors in the performance of duties. The companies responding to these EOIs shall be in preparedness to provide the required services immediately upon signing of contract and must confirm that they are willing and capable to provide: (a) certified Financial Statement demonstrating sufficient financial solidity; (b) detailed Company Profile demonstrating sufficient experience; and (c) written Reference from three (3) major clients on past performance(s). Expression of Interest not addressing the above criteria to the satisfaction of UNIPSIL shall not be considered for invitation to the tender.
