Graphic Design & video production services
BACKGROUND
As outlined in the Strategic Communications Framework for WHO in the Western Pacific Region and in line with the Communication for Health (C4H) approach to support implementation of the vision For the Future, there is a need for more communications that leverages the power of storytelling, using audio-visual formats, to reach new and more targeted audiences. This has resulted in greater demand for communication products for use at Regional and country level that are suited for digital platforms (such as infographics, photographs, microvideos, and documentary-style videos) as well as designed materials for community engagement (such as posters, flyers, etc). This trend and the support which the Communications unit provides to the ongoing COVID-19 response, on top of the usual support they provide to technical units and country offices, have strained its limited capacity.
To reinforce our capacity and enable WHO to produce quality audio-visual products to meet rapidly evolving needs in support of strategic objectives in the Region, the unit is engaging a contractor to provide assistance as needed throughout the year with graphic design, photography and video production services (e.g. filming, events documentation, post production services, etc
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to provide additional support as needed to the WHO Western Pacific Regional and country offices for photography, filming, video editing and graphic design work which are essential elements for communications content development.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Work to be performed
Under the supervision of the Western Pacific Regional Office Communications unit, the contractor will provide support as needed to Regional and country offices with the following:
Output 1: Provide graphic design and layout services and assist in the conception and execution of communications materials, including:
- - Deliverable 1.1: Infographics, posters, fact sheets, diagrams
- - Deliverable 1.2: Brochures, flyers, leaflets
- - Deliverable 1.3: Banners, pull ups, folders and other collaterals
- - Deliverable 1.4: Manuals, reports, documents
- - Deliverable 1.5: PowerPoint presentations
Output 2: Provide video coverage and filming services (contractor to use their own equipment).
- - Deliverable 2.1: On-site at WPRO for meetings, conferences, workshops or other events
- - Deliverable 2.2: Off-site for health-related content to be used for microvideos and documentary-style videos
Output 3: Provide video editing and other post-production services, including:
- - Deliverable 3.1: Animated and live-action videos of longer duration
- - Deliverable 3.2: Raw audio and video files.
Output 4: Provide photography services (contractor to use their own equipment):
- - Deliverable 4.1: On-site at WPRO for meetings, conferences, workshops or other events
- - Deliverable 4.2: Off-site for capturing various health-related content
Prospective suppliers are expected to use their own equipment in the delivery of the above outputs. They should also indicate the rates for each of the above-listed services, as well as their availability to complete work at short notice within the contract period (February to December 2022).
Place of performance
Depending on the nature and needs of the project, some services will be carried out remotely (e.g. graphic design, video post-production services) and some (e.g. video and audio recordings, filming, photography, documentation of WHO events and campaigns) will require the contractor and/or team to go on location or to be at the Regional office.
Timeline and Deliverables
As there is a continuing demand from Regional and country offices for graphic design, photography and video production services, as well as from the various Pillars of the COVID-19 Incident Management team, the COM unit proposes to issue an APW to run for 11 months.
QUALIFICATIONS AND EXPERIENCE
Mandatory:
- • Proven experience in the field of graphic design, photography and videography (planning, production and post-production). Apart from technical expertise, the individual/organization must also demonstrate creativity and artistry in their work..
- • Previous work with WHO, other international organizations and/or major institutions in the field of graphic design, event documentation, photography and video production.;
Desirable:
- • Experience in production of audiovisual content for public health campaigns and/or COVID-19 information materials for the Asia Pacific.
