Description
UNOPS is looking for a suitably qualified and experienced company referred herein as ‘Consultant’, to provide all technical and administrative support, human resources, materials and equipment necessary for the provision of Media Services For Advocacy/Awareness-Raising Campaign in the Lead Up to the UN HLM on TB in 2023 for the Stop TB Partnership hereinafter referred to as ‘Services’.
The list of the required services is detailed in Section II - Schedule of Requirements uploaded in the "document" section of this RFP.

New clarification added: Q: Will the extension of the RFP deadline have an impact on the tentative start of the project, initially planned around mid-2022 according to the TORs? Are you still planning on launching publicly in mid-2022 or would the first public engagement be during the fall of 2022?A: Based on the current submission deadline, UNOPS/StopTB aims to award the contract by end of March 2022. Therefore, as of now we are well on track to kick-off the project by mid-2022 as per the TORs.

New clarification added: Q: Why was the deadline for submission postponed?A: The deadline for submission was further extended to allow for more submissions. However, kindly note this is the absolute last deadline and no further extensions will be processed.

New clarification added: Q: Can you please indicate a maximum budget amount not to exceed for this assignment? Or can we include optional opportunities for you to consider?A: It is not possible to indicate a budget for this assignment. The Bidder should provide its best offer based on its understanding of the scope of work as outlined in Section II - Schedule of Requirements. Alternative proposals are not accepted and Offerors must quote prices for the total services as per the Form C: Financial Proposal Form of Section III: Returnable Bidding Forms. The evaluation will be done for the total requirement and as per the criteria outlined in the RFP, see the Evaluation method details information in the Particulars section of the tender (RFP evaluation methodology is a combination of Technical and Financial points).

New clarification added: Q: Please could you help with information on when (date) the UN high-level meeting on TB will be taking place both in 2022 and 2023?A: There is no envisaged UNHLM for 2022. Please see information on meeting the UNHLM TB targets & goals by 2022 deadline from the StopTB website. Also, the dates for the 2023 UNHLM are yet to be confirmed. Please see the StopTB background brief on preparing for UNHLM 2023.

New clarification added: Q: Form D: Technical proposal: Is a PowerPoint proposal also required or admissible to lay out our plans for the technical proposal or do we need to only focus on filling the forms provided with all the details requested on the engagement plan?A: First and foremost UNOPS requires that the proposal includes all the required Returnable Bidding Forms, duly filled-in and signed, as per Section II of the RFP. Specifically, the Technical Proposal should follow the instructions detailed in Form D. Additionally, the Offeror may provide additional relevant information in any desired format (.pdf, presentation, etc.) as deemed necessary for the provision of comprehensive responses to the stated requirements.Q: The requirements mention that the plans should be according to STBP's calendar of activities which it doesn't seem we have access to as we cannot locate such a calendar from the documents available. Could you please clarify this?A: Please see below a few priority events for 2022 which we would most likely need assistance with from the selected media company. More information will be shared in the project kick-off debrief upon contract award. New clarification added: Q1: Form C: Financial Proposal form - Does the costing template provided cover all the deliverables such as content creation/production, media buy, and influencers, or does this refer to only consultancy/ retainer fees, while the cost of deliverables will be determined after an agreed quantity or will the costing for deliverables on a case by case basis which aligns with our assumption. A1: The Financial Proposal should be submitted based on Form C: Financial Proposal Form of Section III - Returnable Bidding Forms, which shall include the total cost for the A. Provision of Consultancy Services (Key Personnel) plus the B. Consultancy Services Associated Costs. Therefore, besides key personnel related consultancy rates (unit cost per day based on your envisaged number of days for this project), your proposal can include any other project associated cost (management, support and administration for the whole contract period), as detailed in table B: Project Management, Communications, Admin Costs, etc. Hence, any envisaged content creation/production, media buy and influencers costs can be added accordingly in this section.
