For the purposes of financial reporting, enterprises classified as micro shall be subclassified as follows:1.1. Class I: micro enterprises with a net annual turnover not exceeding€ 50,000.1.2. Class II: micro enterprises with a net annual turnover not exceeding € 300,000 which do not belong to Class I.Article 6 - Preparation of annual financial statements2. New clarification added: Clarification Request 07:1. Refering to SoReq- Design Consultant's Office, should all key personnel (Design manager, Cilvil/Structural, Electrical, Mechanical Engineers, CAD technician and Archtitect) be working full time in stated office in Pristina during design and construction supervision works? Is it applicable to assign an exprienced architect/engineer in Pristina Office as a point of contact and perform all design activities in Tenderer's located country?2. Refering to Section-III Returnable Proposal Schedule- item #5, should all listed personnel be required to conduct regular site visit? Or those are listed for activites such as design supervision, changes, variation orders which could be performed as main office services?UNOPS Clarification Response 07:1. UNOPS advises that, as indicated in the ToR, the whole set of team should be dedicated to work full time for the project. Their location is not specific to a country, however, since the design services required through this RFP are related to a building to be built in Pristina and the Project is being managed by UNOPS Office in Pristina, it is important that the required team member are available for meetings in a regular basis. 2.UNOPS adviswes that, yes, during construction stage, all experts of the relevant field are required to conduct site inspections apart from other activities such as material review, variations, etc.

New clarification added: Clarification Request 06:1 - RETURNABLE BID SCHEDULES - What is the preffered way of submission of the Returnable bid schedules: as a single file, or each schedule as a separated file?2 - RETURNABLE BID SCHEDULE 5 - FINANCIAL BID - Do we have to submitt separately the financial bid. In most of the public tenders, the financial bid is a separate bid?3 - RETURNABLE BID SCHEDULE 2 - BANK GUARANTEE FOR BID - Does the heading BANK/ INSURANCE COMPANY GUARANTEE FOR BID means that it is possible to submit the guarantee issued by an Insurance Company?  UNOPS Clarification Response 06:1. UNOPS advises that you can submit all the documents in both ways, however, the Returnable proposal schedules should all be filled in (rerencing other related documents) signed and stamped.2. In order to prove Financial Capacity, it is required to provide the audited financial statement of the last five (5) calendar years (2017,2018,2019,2020,2021).Please be notified that the 2021 audit financial statement is not available and will be available from 30 March 2022 as per Kosovo law.Can you please amend the last five calendar years to (2016,2017,2018,2019,2020)?2. In the evaluation form of the Qualification Criteria of points 1 in the documents given for the authorized audit request and declares that it has been announced for 2021.Knowing that in Kosovo until 31.03.2022 the deadline for their submission, so I ask you to clarify whether the company must submit is in 2021 even if in previous years meets the cost criteria.UNOPS Clarification Response 05:1. Regarding the Financial Qualification Criteria, it is stated average cumulative turnover for the past 5 years. - Please clarify that is it cumulative turnover for the past 5 years or average annual turnover?2. Does the tender security have to be brought before the tender is submitted to the UNOPS offices or is it enough to be uploaded to the system?UNOPS Clarification Response 04:1. New clarification added: Clarification Request 03:Please advise as follows:1.    Is it mandatory to submit the Proposal Security in the form of a Bank Guarantee or a Proposal Security issued by a licensed Insurance Company is eligible too?2.    There is a discrepancy of the deliverables’ deadlines stated in SoReq, Section “Commencement and duration of services” and those stated in Schedule 4 & 5 of the Draft Contract. Kindly, clarify which are the correct deadlines.3.     Referring to: Stage 4 of the Consultancy Services consists on ”Design Supervision of Construction Works, Preparation of As-Built Drawing Package & Build Permit Closure (Occupancy Certificate issuance by the Municipality of Pristina) and final Handover”, Time for completion for this phase is 20 Months. Please clarify:If this period is foreseen only for the supervision of construction works or in this period is included also the Defect Liability Period (DLP)?If DLP is included in the 20 months period, please specify how many months are foreseen for the construction works and how many months for DLP?4. Should the design company be registered in Kosovo? UNOPS Clarification Response 03:1. However, the submittion of the valid working Licence form the country of the origin where the company operates - is Mandatory to be submitted.

Department of Geography  ~ 1,220m².C. Department of Biology ~ 2,650m².D. Department of Chemistry   ~ 3,210m².E.
