New clarification added: Clarification Request 08:For Firm financial stability it is required to submit: Copy of audited or Authorised financial statements for 2017, 2018, 2019, 2020 and 2021 According to Law No. 06/L-032 - on Accounting, Financial Reporting and Auditing and the Administrative Instruction No. 01/2020 on Annual Financial Reporting for Microenterprizes, our firm belongs to Class II Microenterprizes: Article 5Sub-classification of micro-enterprises1. For the purposes of financial reporting, enterprises classified as micro shall be subclassified as follows:1.1. Class I: micro enterprises with a net annual turnover not exceeding€ 50,000.1.2. Class II: micro enterprises with a net annual turnover not exceeding € 300,000 which do not belong to Class I.Article 6 - Preparation of annual financial statements2. Micro-enterprises of Class II, pursuant to Article 5, paragraph 1.2, are required to prepare only (ii) a statement of financial position at the end of the reporting period and (ii) a statement of income for the reporting period. These statements are prepared on an accrual basis of accounting.2.1. Refering to SoReq- Design Consultant's Office, should all key personnel (Design manager, Cilvil/Structural, Electrical, Mechanical Engineers, CAD technician and Archtitect) be working full time in stated office in Pristina during design and construction supervision works? Is it applicable to assign an exprienced architect/engineer in Pristina Office as a point of contact and perform all design activities in Tenderer's located country?2. Refering to Section-III Returnable Proposal Schedule- item #5, should all listed personnel be required to conduct regular site visit? Or those are listed for activites such as design supervision, changes, variation orders which could be performed as main office services?UNOPS Clarification Response 07:1. UNOPS advises that, as indicated in the ToR, the whole set of team should be dedicated to work full time for the project. Their location is not specific to a country, however, since the design services required through this RFP are related to a building to be built in Pristina and the Project is being managed by UNOPS Office in Pristina, it is important that the required team member are available for meetings in a regular basis. 2.UNOPS adviswes that, yes, during construction stage, all experts of the relevant field are required to conduct site inspections apart from other activities such as material review, variations, etc.
