WPR Information Management System for Polioviruses Containment, Certification and Risk Assessment
BACKGROUND
One of the key elements of the Polio Endgame Strategic Plan 2019-2023 has been implementation of poliovirus safe-handling and containment measures to minimize the risks of a facility-associated reintroduction of virus into the polio free-community. Keeping in view the data quality sensitivity in containment / certification in align with goal 3 of Global Polio Eradication Initiative (GPEI) 2019-2023 plan and as per requirements of Regional Certification Commission (RCC) on poliomyelitis eradication and Regional office needs, a real time web-based Information Management System will enhance an effective, and user friendly data management with standard resources inputs. VDI intends to develop this web-based database to collect data from 37 WPR countries and areas through user friendly web-interface into a central server. The data will then be analysed and visualized for easier interpretation, timely decisions and actions. This requires end to end solutions from conceptualization to complete operationalization of the system to include capacity building of users, data reporting, data quality and system maintenance. The regional office intends to contract a suitable vendor to provide required services
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
WHO requires the successful bidder, the Contractor, to develop a web based database to collect data from countries through user friendly interface into the central server. The data will then be analysed and visualized for easier interpretation and timely decisions.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Work to be performed
Development & deployment of poliovirus laboratory containment web-based database and information management system:
- • Provision of inputs from 37 countries and areas in context of poliovirus containment and certification;
- • To analyse available data from WHO resources;
- • To develop a demo database to provide a consolidated, comprehensive view of different aspects of containments and outcomes in the Region;
- • To develop a regional database using the finalized template of the demo database; and
- • To provide a final database along with source files to Regional focal point and a 2-3 pages, easy to use guide on backend process to periodically update of database.

Timeline and Deliverables
- • Week 1 > Discovery and planning initial document,
- • Week 2-3 > System design,
- • Week 4-8 > Development/ programming and prototype hosted on a staging server,
- • Week 6-8 > Beta resting and review and final acceptance
- • Week 8-9 > Site launch
- • Week 10-11 > Training
- • Next one year > Maintenance and M/E after commencement of training / data entry
Notes:
- First week denotes the week immediately following the signing of contact
- Each activity will be approved by WHO before the commencement of nest activity
QUALIFICATIONS AND EXPERIENCE
Mandatory:
- • Proven experience in the field of Database / Information Management System.
- • Previous work with WHO, other international organizations and/or major institutions in the field of database/ Information Management System is preferable;
Desirable:
- • Experience in creating reliable and high performing web-based applications and management
