RFP-2021-52 Monitoring and Evaluation Specialist consultancy
Description
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to perform a range of advisory, monitoring and evaluation (M&E), and reporting functions for the UNAIDS Technical Support Mechanism (TSM) Team.
The following activities are required under this short-term consultancy:
• Finalize an LMF (Last Mile First Initiative) Tracker Dashboard and make it available online with a simple guidance note.
• Provide 2 quarterly slide decks / monitoring summary briefs on progress (and lagging indicators) of LMFs and TAF (Technical Assistance Fund) assignments in relation to the Strategic Learning, Monitoring and Evaluation Framework and annual Virtual Technical Support Plans. (These briefs will be used as templates for ongoing future monitoring).
• Produce the TSM semi-annual report for USAID covering 1st Oct 2021 to 31st March 2022.
• Draft web stories (which may be taken from some of the case studies from the semi-annual report) for the TSM website.
• Design and support 2 Strategic Learning Meetings (SLM) in Q1 2022 and Q3 2022.
• Design and conduct 2 Mini SLM events, with recommendations drafted, March and June 2022.
• Perform any additional duties as may be reasonably required by TSM within the scope of the terms of reference
The consultancy will commence on countersignature until 10th July 2022. The estimated time required is approximately 120 days assuming a contract start date of 10th January 2022 and 20 working days per month.
