Agreement for Performance of Work (APW) – Update of WPRO’s Gender and Equity resource hub, which has as objective to support Member States in their missions to apply a GER lens to the operationalizati
BACKGROUND
Though the Western Pacific Region (WPR) has seen many economic and health improvements over the past few decades, not everyone has benefitted equally. In many countries, inequalities and health inequities predominantly burden the poorest and least educated groups, as well as those residing in hard-to-reach areas—with women often being more vulnerable to poor health.
When it comes to health security and infectious disease outbreaks, for instance, we know that in the majority of countries, TB incidence rates for males is more than twice the rate for females in the same country, and within groups, HIV incidence is disproportionately affecting female sex workers and men who have sex with men. Additionally, while more people in the region are living longer than ever before, they are not necessary living these additional years in good health. Many live with comorbidities related to noncommunicable diseases and mental illnesses, which contribute to their risk of frailty, disability and death—with impacts affecting subgroups differently. Furthermore, although the impact of climate change will be felt by everyone, evidence suggests that some groups are at higher risk of its adverse impacts. People living on islands, in urban centres, in coastal and low-lying areas are more at risk of being displaced by major natural disasters like earthquakes, typhoons and volcanic eruptions than other groups.
In 2019, the WHO Regional Director for the Western Pacific, Dr Takeshi Kasai put forth a vision for the Western Pacific Region that effectively responds to current and future regional health challenges through collectively acting today in addressing the challenges of tomorrow. This vision, which puts gender and equity at the very center, recognizes that we can only become the healthiest and safest region if the health and safety needs of all persons are granted equal attention in designing and implementing current and future health programming. At the end of 2019, this vision was converted into a five year “For the Future Strategy”.
To support Member States in their missions to apply a GER lens to the operationalization of WPRO’s For the Future strategy, a live Gender and Equity resource hub was created and is currently needing an update. To date, state-of-the-art data, evidence, innovative practices, country stories, and resources have been uploaded to the resource hub. Once updated, it is planned that the resource hub will be featured on WPRO’s Regional Data Platform. In an effort to update this resource hub, WPRO is seeking the services of a contractor. Specifically, the role of the contractor would be to update the resource hub revising its data and visualizations component and provide overall maintenance to the resource hub.
