The purpose of this RFP is to seek qualified firm to design the modelling framework to develop an investment case for Unitaid’s 2022-2026 strategy.
Bidders are invited to submit a proposal for the above mentioned Request for Proposal (RFP) in accordance to the documents attached in the "Tender Document" tab. Kindly pay attention to below tender timeline:
1. No later than 19 November 2021 17h00 Geneva time, bidder shall complete and return, under “Correspondence” tab of UNGM (paragraph 4.2 of the Request for Proposals refers):
a) The enclosed Acknowledgement Form (Annex 1 of the Request for Proposals) duly completed and signed as confirmation of bidder's intention to submit a bona fide proposal and designate the bidder's representative to whom communications may be directed, including any addenda; and
b) The enclosed Confidentiality Undertaking form (Annex 2 of the Request for Proposals) signed.
2) A prospective bidder requiring any clarification on technical, contractual or commercial matters may submit its questions via UNGM “Correspondence” tab no later than 19 November 2021 17h00 Geneva time and formulate them as follows:

The Unitaid Procurement team will respond in writing (via the “Correspondence” tab of UNGM) to any request for clarification of the RFP that it receives prior to the date mentioned in the Request for Proposals, paragraph 4.6. A consolidated document of WHO’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be published on the UNGM. Paragraph 4.6 of the Request for Proposals refers.
3) Closing date - Proposals must be uploaded via UNGM, “Tender Documents” tab no later than 22 November 2021 at 17:00 hours, Geneva time (paragraph 4.11 of the Request for Proposals refer).
Unitaid recognizes climate change as a global emergency and threat to the achievement of the Sustainable Development Goals (SDG). Unitaid is committed to the Paris Agreement target of net-zero emissions by 2050.
In line with Unitaid’s effort in reducing carbon footprints related to the procurement activities, bidders are encouraged to consider and incorporate the sustainability actions into the proposal, especially in relation to reducing the carbon footprint during this consultancy services (either demonstrated at supplier’s end/office or other possible means).

Objective of the consultancy:
The purpose of this RFP is to identify a suitable contractor with the relevant experience to design the modelling framework to develop an investment case for Unitaid’s 2022-2026 Strategy.
Qualification of Firm and Consultants:
The successful bidder will propose a team of several modelers including a project leader, which could be from a single organization, or a consortium of individual modelers, or a hybrid of both. The team must have a substantive experience of public health and impact modelling, knowledge, understanding and experience of global health issues, and elements of Unitaid’s business model. The team is expected to have a clearly identified project leader with a minimum of 10 years of modelling experience, who will oversee the overall project and act as the main interface to Unitaid.
The proposed team should meet the following requirements:
• At least 5 years’ experience conducting public health and economic impact modelling, including in the areas of HIV, HIV co-infections, TB, malaria, maternal and child health
• Experience in developing investment cases, ideally at the organizational level, in the context of strategy development processes
• Substantive knowledge of access issues to health products (diagnostics, medicines, equipment) in resource limited settings
• Knowledge, experience and/or the capacity to utilize disease-level modelling approaches
• Knowledge, experience and/or the capacity to build bespoke models, e.g. technology or area-specific impact models
• Proficiency in English- final deliverables must be submitted in English.
Desirable
• Knowledge and experience of coordinating discussions with a range of stakeholders, e.g. global health technical partners.
