Description
The UAS Programme is expected to carry out several activities which will directly contribute to the following outcomes, including the development of a compendium: Outcome 1: Increased global coordination and mobilization to raise awareness on UAS and their potential use for terrorism-related purposes. Outcome 2: Enhanced level of preparedness on behalf of the national stakeholders to mitigate UAS-related risks. Following several months of engagement with the United Nations Global Counter-Terrorism Coordination Compact, Member States, Private Sector and Civil Society entities, the UAS Programme has concluded that providing a concise overview of recent trends pertaining to terrorism-related UAS threats would contribute to raising awareness and enhancing preparedness at the international level, while directly contributing to Outcome 1 and Outcome 2. As such, the purpose of this Request for Information (RFI) is to identify potential service providers to assist in the development of said compendium. The responsibilities and requirements expected of a potential service provider include the performance of the following duties: • Conduct desk research. • Undertake consultations and/or interviews with key Member States, specialized organizations, and industry actors. • Assign a lead researcher. • Provide analytics and technical support. • Conduct quality assurance of the UAS report. • Use its existing data-sets from existing field investigation operations. • Consult and coordinate with UNOCT’s UAS Programme throughout the development process to ensure that the final product will meet UNOCT’s expectations and objectives. • Ensure that the UAS report covers at least the following elements: 1. Terrorism-related UAS threats and trends. 2. Case studies of acquisition, development and/or use of UAS for terrorism-related purposes. 3. Analysis of the current and potential terrorism-related UAS challenges, needs and priorities. 4. Key suggestions and/or policy recommendations to help prevent, mitigate or counter the use of UAS for terrorism-related purposes. • Provide a final document for review and potentially editorial review (to ensure adherence to UN guidelines) by late Q2 or early Q3 2022.
