Tender description: This tender is for the provision of Consultant Services Contract for Works - Consulting Development Planning, Construction Supervision and Commissioning Services For the PLN Main and Disaster Recovery Control Centers in Indonesia. This call for proposal will contribute to the objectives of ETP to develop and expand smart grids in Indonesia by assisting PLN in carrying its plan to modernize its energy control technological structure to supervise, monitor, operate and plan its current and future electrical system, considering the expected growth in demand and in generation; mostly based on intermittent renewable energies.

New clarification added: Section_III_Schedule_I_Terms Of ReferenceIII.4.7 Task 6: Site and Building DesignIn Task 6,it said some of the current constructions date back to 1982, which means that the engineering project must analyze the feasibility of the demolition of existing buildings in the locations to be evaluated.The construction project must consider that current PLN operations cannot be disrupted. Please clarify whether to rebuild the MCC at the original site or choose a new location nearby.Both MCC and DRCC are new buildings. New MCC is planned to be built beside the actual control center interconnecting the existing building with the new building by mean of a skybridge. However it is part of the Consultancy suggest to PLN the best options. III.4.8 Task 7: SCADA/EMS Functional Design and AnalysisPlease provide detailed information about the existing SCADA system, system functions, performance indicators, communication methods, etc., as well as existing engineers and technicians.The Consultant should perform an assessment during this task to assure the proper specifications of the MCC and DRCC, to enable the grown of the assets to be supervised, network modeling and all functions described in the ToR. Currently there are six (6) control center, one (1) main and five (5) regional. Refer to III.1 BACKGROUND.III.4.8.2 AssessmentPlease clarify which aspects of the existing system PLN wish to evaluate, such as evaluate the existing system, point out the existing problems, such as functions, service life, etc., and give advice on the treatment of existing equipment; and based on the existing problems, to propose corresponding improvement measures in the new project.The Consultant should assess this during this task and assure the proper specifications of the MCC and DRCC to enable the grow of the assets to be supervised, network modeling and all functions described in the Scope.III.4.8.4 Other data interfacesPlease provide a detailed introduction of the BMS system.The Consultant should assess this during this task and assure the proper specifications to interface between Master Station and BIS (ie. by mean of csv or xml files, web services, ODBC or API interfaces,etc.)III.4.8.15 Weather Monitoring System InterfacePlease provide the communication method between the existing SCADA and the weather monitoring system, and a detailed introduction of the weather monitoring system.The Consultant should assess this during this task and assure the proper specifications to interface between Master Station and Weather Monitoring System (ie. In Article d) please provide the company's standardized procurement methods and procedures.This will be provided to the selected Consultant during the project executionIII.4.6 Task 5: Strategic VisionIn Task 5, c) it sets out the medium and long-term maintenance and replacement strategy. Whether the specific requirements of the strategy are limited to the maintenance of system equipment and civil works? Is it necessary to consider the transformation and update of the system according to the development analysis of the industry upgrade? Please provide the detailed requirements.It is part of the Consultant scope to present a Long Term maintenance and replacement strategy of the SCADA/EMS systems and the buildings to be design based on the expected life time.

Schedule 5, contract phase 2 (I.16 Training) : regarding the training, should this be done by consultant, or construction contractor? This should be done by the Consultant to provide the technical foundations of SCADA/EMS and Power System covering the topics listed in III.4.17 Task 16 Training. 2. Schedule 6 form Point 2, is stating that we need to enclose evidence of annual turnover is 300.000 USD for any of the 3 years, while we recalled in our last meeting that necessary annual turnover is 2 Million USD for any of the 3 years. Could you please clarify which one we should follow? The required annual turnover is 2 million USD for any of the 3 years. Please refer to the most updated tender document3. Schedule 7 Point 1.4, 2.4, & 3.3 (limit of indemnity), what does the Maximum of Limit of indemnity refer to? Schedule 7 refers to Insurance that the selected bidder needs to prepare when awarded the contract by UNOPS. Maximum Limit of Indemnity refers to the maximum amount the insurer will pay under a policy, in the context of Professional Indemnity insurance4. Schedule 7 Point 1.5, 2.5, & 3.4 (Deductibles), what does the Maximum of "Deductibles" refer to? As outlined above, the overall Schedule 7 is regarding Insurance. Maximum deductibles is the maximum amount which the Consultant may be responsible under the insurance policies required under the Contract before the insurance may be responsible under such policies.5. Schedule 8, What is the minimum qualification for the key personnel? Should that be foreign expert / local expert? are its position/job description stated below related to overall scope of work in phase 1 and 2 or else, would that be added if necessary?Refer to Section II Evaluation Method and Criteria: II.2.2 Technical Evaluation Criteria Returnable Proposal Schedule 8 – Key Personnel.For SCADA/EMS and Communications and Data Center it is expected the proposed resource to be an expert with recognized international experience. 6. It means a person that will represent the contractor during the implementation of contract 7. What type of agreement is this meant to be? is it lump sum/unit price/ or combination of lump sum & unit Price? If the latter, how’s the proportion between lump sum & unit price?This is a lump sum contract for phase I. For phase II it is by unit price.8. If Possible, could the document submission date be delayed from 23 July to 23 August?It is not possible to extend the submission deadline by 1 month. We would like to kindly request an extension of about 1 month maximum if possible.2. For the supervision works will the national team be enough? or international expats are expected to do on-site supervision? and which key personnel is responsible for this supervision work?3. would if we can propose two key personnel for a position?Kindly confirmANSWER1. We cannot extend for 1 month, but at the moment we have extended the submission deadline to 6 August 2021 2. Such judgment is subject to the bidder’s evaluation of the conditions and hinges on the capacity of the proposed team, whether local or international. It is expected the supervision for SCADA/EMS and Communication be performed by international expert.3. Please propose only 1 personnel for the position. However during the project the bidder can propose changes upon approval of UNOPS assuming the resource have equal or better qualifications.Best regards
