Description
1.0 United Nations Assistance Mission for Iraq (UNAMI) intends to solicit bids for the provision of
internet bandwidth to UNAMI and UNITAD Offices in Erbil, Kirkuk and Duhok Iraq, with the initial
contract of 1 year and a possible extension for two more years (one year-at-a-time), availability of
funds and satisfactory performance by the prospective contractor(s)
2.1 The United Nations Assistance Mission for Iraq “UNAMI” and United Nations Investigative Team to
Promote Accountability for the Crimes committed by Da’esh/ISIL”UNITAD” have a requirement to be
provided with Internet Bandwidth Services to its offices located in Erbil, Kirkuk and Dohuk.
2.2 The Service provider is to provide a proposal for dedicated Internet connectivity to UNAMI Offices in
Erbil and Kirkuk and UNITAD offices in Dohuk . Intention is to establish one contract for UNAMI and
another one for UNITAD for the Primary Internet services for all locations with the same provider and
to have the same equipment, IP address range, and same teleport.
The proposer should quote for capacity for each location as follows:
• UNAMI Regional Office. Erbil, Iraq 70 Mbps/70 Mbps
• UNAMI Regional Office, Kirkuk, Iraq 35 Mbps/35 Mbps
• UNITAD Regional Office in Dohuk , Iraq 50 Mbps/50 Mbps
2.3 Vendor should have the capability to increase the capacity up to 20% of the assigned/requested
bandwidth capacity for each location. Additionally, to move the connection within the same city from
one location to another if necessary, should UNAMI/UNITAD chooses to move its office locations..
2.4 Provision of Dedicated Internet service in all UNAMI and UNITAD offices in Iraq as mentioned above
of which the ‘last-mile’ connectivity should be the primary through Fiber Connection. The prospective
vendor should note that there is an existing Fiber between UNAMI compound in Erbil and Nowruz
Telecom, Kirkuk Office and any ITPC (Iraqi Telecommunication and Post Company) exchange in
Kirkuk, and UNITAD Office in Duhok. However, establishing of service/maintenance terms with
ITPC/Nowroz should be the responsibility of the service provider. Additional details could be provided
upon request before submitting the proposal.
2.5 The Core acpect of the prospective contracts is to utilize the Internet services mainly for Cloud services,
therefore Vendor must provide a full dedicated real Internet out of any cache and out of shared
services. Several Tests will be conducted prior to the acceptance of services
2.6 Vendor to provide minimum of 14 usable Global IP address for this circuit i.e. /28 subnet in UNAMI
Erbil. All other locations should have a minimum of 6 each usable Global IP /29 subnet address for
each Kirkuk & Dohuk circuits.
2.7 The Vendor will need to provide an alternate means of connection through Microwave link, which will
serve as a backup to the Fiber link
2.8 Vendor should provide Microwave on rental basis that should be charged one time. Full details of
Microwave equipment must be provided (Data sheet and technical specs) with bidding. Vendor
should use licensed Microwave Link equipment. It should have capacity to carry minimum of 200
Mbps. It should be of renowned model that gives stable and reliable connection.
2.8 Vendor should provide Routers/Switches for failover and/or load balance purposes between primary
and backup link, that too should be on rental basis which should be charged one time. The
router/switch should have licensed IOS and support various routing technology such as EIGRP, OSPF,
BGP, VRRP, and HSRP. The router must have at least two in number fiber Gbps interfaces (should
support fiber connection). It should be compatible with UNAMI network devices which are of Cisco
technologies. Full details (data sheet and technical specs) should be provided with submitted
proposals.
2.9 The Vendor to quote one time rental, installation and commissioning cost of all the equipment and
activation charge for service.
3.0 UNAMI will provide space on tower for microwave (that has height of maximum of 120 feet) and
uninterrupted power supply in the equipment room. Installation, configuration of equipment and
activation will be the responsibility of the vendor. MSDS information (Material Safety Data Sheet) in
English and Arabic along with contact point must be posted at each storage location covering all
products being used.
3.1 The vendor must guarantee that the full bandwidth capacity is always to be maintained to allow for
maximum throughput. The vendor must be willing to accept the reference for connection availability
and throughput from UNAMI/UNITAD
3.2 The vendor shall provide UNAMI/UNITAD with web-based monitoring tools such as PRTG, MRTG or
any equivalent and should also be willing to accept that the monitoring of service availability and
bandwidth measurement will be under the control of UNAMI/UNITAD.
3.3 The proposal must provide all technical and administrative support necessary to ensure that the
established data link at the proposed speed remains available 24 hours a day, seven (7) days a week
including a copy of the relevant Service Level Agreement (SLA) concerning to the guaranteed service,
the minimum acceptable guaranteed uptime is 99.5%.
4.0 More requirements will be given during the Bidding exercise.
5.0 The service should be executed by qualified and experienced company, based on Scope of work
(SOW), Specifications, Plans, UN General Conditions of Contracts and other related documents which
will be provided later on by UNAMI to qualified companies who express their interest and respond to
this EOI
6.0 For this purpose, UNAMI will undertake a competitive bidding exercise shortly, accordingly would
issue a Request for Proposal (RFP) to those companies who would express their interest and provide
initial relevant information as to their ability to fulfill UNAMI’s requirement.
7.0 Please note on the following:
• This EOI is not an invitation to submit a bid/proposal.
• UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial
and proven records of performance in the subject field of activities and mere expressing an
interest would not automatically warrant for RFP document.
• UNAMI reserves the right to reject EOIs received after the above deadline.
