This tender is for the supply of Heavy Trucks for multiple destinations worldwide.
UNOPS wishes to establish non-exclusive Long Term Agreements (LTAs) with more than one vendor and to display the awarded units in electronic catalogues on UN Web Buy Plus (http://www.unwebbuyplus.org) allowing UNOPS clients to order without further tendering.
Quantities are undefined. UNOPS will not be committed to purchase any minimum quantity, and purchases will be made only if and when there is an actual requirement.
Bid documents must be submitted via UNOPS eSourcing System (see below), AND all Technical Specifications and Prices must be entered in the Internet-based UN Web Buy Plus Tender Portal (see 'Scope of bid' in the section 'Particulars').

New clarification added: Question 35. Mandatory / Optional equipment can that be enter to UN Web buy-Optional equipment mentioning that is for Cat so and so. Do we have to enter on each product?/Mandatory options can they be entered in the section Optional equipment, just mentioning which categories or shall it be entered on each category?Clarification 35. Bidders can add an optional equipment for each category when the optional equipment is specific to that category. Otherwise, bidders can add optional equipment to multiple categories when the optional equipment is the same for all the multiple categories. And then bidders can assign either individually or in bulk to the categories.

New clarification added: Question 33. In UN Webbuy+ portal, under Skip loader category, against 'Spare wheels, total number per unit', the constraint is given as 'please enter value between 2 and 20'. Hence it is not allowing to enter '1', which is the actual requirement, and hence not allowing to save the product.Clarification 33. This will be amended shortly to '1 to 20'.Question 34. Webbuy portal issue1: For couple of categories (12, 32, 33), our proposed product is meeting almost all the specifications, except that it is slightly falling short of the mentioned 'Min HP' in the 'Sec II - Schedule of requirements'. Is it possible we submit our proposed product for such categories, mentioning this as a deviation? If yes, then how can we submit this product in UN Webbuy portal? i.e. the system is not allowing to save with red icon!2: For Garbage compactors, there is no 'Min GVW' mentioned in the 'Sec II - Schedule of requirements'. But when we enter our proposed product data into the UN Webbuy portal, we notice there are some additional constraints in the text boxes i.e. GVW should be above 20ton, Kerb weight should be above 12ton.. We estimate these additional constraints may be okay for category 36 (6x4, 18m3), but for categories 34 and 35, this looks to be an over specification, and mismatch with capacity of 8m3 and 12m3. (We estimate 11ton and 15ton GVW to be sufficient for 8m3 and 12 m3)Is it possible, that you change the minimum limits for GVW and Kerb weight for category 34 and 35 in the Webbuy portal? If not possible for you to change the minimum limits, is there any way we can submit our proposed product for category 34 and 35, mentioning GVW and Kerb weights as deviations? i.e. the system is not allowing to save with red icon!Clarification 34.1. The min. HP has to be met in order to be compliant. Lower power output is not accepted.2. The mentioned constraints will be removed shortly, then please go ahead.

New clarification added: Question 32. Is it necessary to enter both LHD and RHD in the UN Web buy system or is it ok if customers can choose?Clarification 32. Bidders at their own discretion may offer LHD, RHD or both (where there is a difference in price between LHD and RHD models, only the lower of the two will be used in the financial evaluation.)

New clarification added: Question 30. Form E requires us to submit atleast 5 past experiences of working with UN clients. Please clarify, that the all 5 past experience should be necessarily that of heavy trucks only (or) we can also include past experience of supplying light duty buses to UN clients.Clarification 30. Form E relates to Criterion 2.1 and past experience should be with similar products to those in the ITB. It is not required that all past experiences are for heavy trucks but must be for similar heavy vehicles (e.g.GVW above 3500kg). Question 31. 1,We cannot offer European standard bins for category 35/36 Truck with garbage compactor as we will offer Chinese brnad Trucks, these will come with Chinese standard bins. Could you please advise if this is acceptable or if you know what the differences are between the two standards.2, Re mandatory standard equipment: Hose & fittings, minimum 20 m for category 10/11/12/13/14,The manufacturer advised us that that the hose & fittings they can offer will be, 3-5m for category 12 Truck with fuel tank.5-8 metres for category 13/14 Truck with cesspool12 metres (4 pipes of 3 meters). 2.5 inch diameter for category 10/11 Truck with potable water tank (We have supplied these on previous UNOPS water trucks).20 metres seems excessive for these applications.Could you please advise if these are acceptible.Clarification 31.1. Equivalent bins to other International/National standards are acceptable for the purposes of this ITB. 2. The hose lengths must be minimum as stipulated in the technical specifications. However, any hose does not have to be in one piece - they can be subdivided into more hoses connected by suitable couplings.

New clarification added: Question 27. Under the evaluation criteria point 2.3 the following is required: “Financial capability. Audited Financial Statements for the past three (3) years plus a cover page (Annex I) indicating Liquidity/ Quick Ratio of one (1) or higher (Audited Financial Statements for 2017, 2018 and 2019 (in lieu of 2018, 2019 and 2020) is acceptable in case the Financial Statements for 2020 are not yet finalized) AND evidence of annual turnover of at least USD 5,000,000 for each of the 3 years”As the exclusive agent of the vehicle manufacturer, can we submit the Financial Statement from the manufacturer or it must be from us as the bidder? Clarification 27. The Financial capability criteria 2.3 applies to the Bidder. The manufacturer's financial statements will not be accepted.Question 28. Category 34 - 36 garbage compactor, tender requires ` Compactor must be able to handle min. all three types.' but size of 3 types bin are all different, so we cannot comply 3 types of bins to handle with bin lifter. we can handle 2 types which are EN 840-2 and EN 840-3. EN840-1 is not possible as it is too smaller than EN840-2 and EN840-3. please accept 2 types of bins for offered bin lifter. ( should be 1 or 2 types, not all bin types.)Clarification 28. UNOPS will accept capability to handle 2 types of bin. An amendement will be issued to this ITB to revise this requirement to "Must be able to deliver and handle minimum. 2 out of 3 of the following bins: EN 840-1, EN840-2, EN 840-3"Question 29. 1. Although it has been stated several times that it will not be further extended, the subject project does have a huge paperwork, so we still hope it to be able to extend it, even if it is only for one additional week. ii. We understand UNOPS has advised a number of times that no further extension is expected. We however we kindly again urge UNOPS to consider an extension of the deadline, the amount of information to be prepared is very extensive in a period where many manufacturers are running skeleton staff due to summer holiday period, further we note that other potential bidders has as well already expressed requirement for extension to be able to make the deadline. Accordingly we kindly ask once again for the deadline to be extended by 30 days.Clarification 30. In view of the numerous requests, an Amendment will be issued to extend the deadline by one week. No further extensions will be possible.

New clarification added: Question 24. For Category 12 of fuel tank, 31 of skip loader, 32-33 of dump truck, 34 -26 of garbage truck, beacon front and rear is required. there are no space to instal beacon because at the front, cabin is chilt, at the rear, body function will be interfered. so, could you accept beacon on the top of cabin roof? Clarification 24. A beacon on top of the cabin is fully acceptable. At the rear it's recommended to install the rotating beacon in conjunction with the rear lighting/number plate assembly, but if room is very restricted, a LED mini strobe light is acceptable.Question 25. for Dump body, what does it mean, tipper function rear wards. Clarification 25. Dump body is specified for carrying gravel, sand, soil etc. Tipper function, rearwards, means a function, where the entire dump bed tilts backwards by the means of a hydraulic system, in order to empty the dump bed.Question 26. For category 12 fuel tank / categry 31 skip loader / catergory 32-33 dump bed / category 34 - 36 garbage compactor, Beacon front and rear is required. what does it mean Beacon front and rear. is it a head lamp & tail lamp, or any kind of other goods? we cannot install beacon for both front and rear due to cabin tilt front and rear body mounting. could you accept beacon light on the roof of cabin. if you think i misunderstand specification o beacon, please clarify what it is. Clarification 26. A beacon on top of the cabin is fully acceptable. New clarification added: Question 21: Re Tyre repair kit including heavy duty levers and tools & electric tyre pump in mandatory options, the manufacturer needs to know the function and detailed description of Tyre repair kit - can you please provide details.Normally tyre repairs are carried out by specialist mobile tyre companies due to the size and nature of the trucks. Clarification 21: UN often uses trucks in remote and less developed areas where specialist mobile companies' facilities are not available. The minimum content is described in Clarification 11: Jack and tools to shift a wheel is standard equipment. In addition this option should contain heavy duty tyre replacement levers and tools as well as puncture repair kit and an electric pump.Question 22: We also kindly request an extension of the deadline of this tender due the span of the expected offer, the complexity of the products and the coming summer closing. Most of our suppliers and body builders will be closed several weeks for vacation.Clarification 22: Please refer to Clarification 14. There is no expectation to extend the deadline further.

Please follow the Supplier Webbuy Tender guide and the video instructions.b. The Web Buy Plus: Excel sheet is now available and you can download it to add products in bulk for Prime mover with 40'/2x20' container semi-trailer.Question 20. As there are many types of vehicles in this project, it will take much time to prepare the bidding documents. Could you please kindly consider extending the dealine for another 1-2 weeks?Clarification 20. Please refer to Clarification 14. There is no expectation to extend the deadline further.

Accordingly we kindly ask you to confirm that, for evaluation purposes, we can calculate this revenue pro-rated to what it would be equal to for a normal 12 month period (i.e. revenue for the 8 month period divided by 8 and timed by 12)? Or alternatively that this year (2018) be left out and we instead use the three most recent annual reports for full 12 months periods, which would then be 2017/18; 2019 and 2020?Clarification 18: In these circumstances, kindly provide the audited reports for the three most recent full 12 month periods, together with the Cover Page indicating these figures.

New clarification added: Question 14. Considering the extend of information/details to be prepared for up to 39 categories of trucks as well as that manufacturers are currently and in the coming period in summerholiday mode with limited staff on job, we kindly ask you to extend the deadline with minimum 30 days in order for bidders to have a chance to prepare all the information and details required for this tender.Clarification 14. There is no expectation to extend the deadline further.Question 15. Form B: Price Schedule Form: Given that bidders are required to upload directly to UN WEB BUY Plus at bidding stage already, plesae provide an Excel sheet with all the information to be uploaded/provided for each category of heavy trucks, so this can easily be shared with potential sub-suppliers/contractors otherwise a more or less impossible tasks wihtin the stated submission deadline. Clarification 15. Please refer to Point 3.4 in the Supplier Webbuy Tender Guide (3.4. Add/Amend products in bulk)Question 16. Form B: Price Schedule Form: According to Tender Particulars, bids will be considered in 2 separate delivery sub-categories, 'Ex factory' (made-to-order) and 'Ex stock' (available from stock). Please confirm that bids shall be submitted according to EXW INCOTERMS and not FCA INCOTERMS. Clarification 16. Section II: Schedule of Requirements indicates that the Incoterms required are FCA. Therefore, Bids with Ex works Incoterms will be deemed non-compliant. Question 17. Re category 15-21 Truck with cargo box, The manufactuirer advised that cargo trucks are not equipped with food grade interior materials in cargo box and tie down hook rails along both inside walls in cargo box, which you have listed as standard mandatory equipment. Generally these two items are for trucks with refrigerated cargo box. Please clarify.Clarification 17. In order to be technically compliant, the cargo box trucks must be offered and manufactured as per the minimum specifications stipulated by UNOPS.

New clarification added: Question 11: a. delivery conditions, if the order volume is less, we could be able to comply delivery requirement of 12 months, but in case of huge volumes, we need to ask you to adjust. is case by case negotiation acceptable? ( 10- 20 units may be no issue, but more than 50 units for fefrigerator, we would like to ask you to negotiate)b. for garbage compactor truck, i could not find Bin product, EN840-1-5-6. could you be more specific? especially what does 1-5-6 mean. c. could you revise the water tanker capacity? 10,000L - - > 8,000L / 19,000L - - -> 15,000Ld. could you revise the fuel tanker capacity? 19,000L - - -> 15,000Le. tire repair kit including heavy duty levers and tools. . . does it mean tire replacement tools such as jack & tools?f. additional spare wheel. . . . does it mean spare tire & wheel? or on top of standard spare tire & wheel, the customer requires addtional wheel? Clarification 11: a) The requirement of 12 months relates to the maximum age of the chassis at handover to UNOPS. However, we confirm that for very large quantities certain points may be subject to negotiation and agreement in writing.b) This refers to the European Standard norm EN 840 for waste containers. The containers come in different sizes and configurations. The EN 840-1 and EN 840-2 and EN 840-3 refers to the sizes and configurations UNOPS wish to buy together with the compactor trucks. Please remember that a minimum of 1 unit of above-mentioned containers must be supplied with each compactor truck as standard equipment, and all 3 types must be available as options, as a client may buy a number of compactor trucks and many more containers in one order.c+d) The capacity of the tanks are minimum requirements based on UNOPS' experience and will not be changed.e) Jack and tools to shift a wheel is standard equipment. In addition this option should contain heavy duty tyre replacement levers and tools as well as puncture repair kit and an electric pump.f) Yes, complete wheel ready to use consisting of a tyre, a tube (if applicable) and rim. This is in addition to the spare wheel already included as standard equipmentQuestion 12: for mandatory equipment of fire extinguisher 2 kg, we can provide 1kg of fire extinguisher, so please accepti 1kg of fire extinguisherClarification 12: A: In case only 1 kg extinguishers are available, please include to supply 2 units to comply to minimum 2 kg. Question 13: Please we need to know...what's the order quantity for each model of truck, as this will help secure a discount in prices Clarification 13: Quantities are undefined. There may or may not be demand for any particular Category - purchases will be made only if and when there is an actual requirement. Bidders may offer a volume discount structure based on their desired quantity intervals and discounts will be taken into account as stated in 'Evaluation method details'.

New clarification added: Question 8: In general, crane manufactures don't guarantee the lifting capacity at 1 meter. Basically, the max lifting capacity is calculated at the point from 2 meters to 3 meters.Plus, max lifting capacity same as payload is too much for the vehicle. Therefore, we cannot mount the crane on the vehicle due to safety concerns. Could you accept our recommendation cranes as shown below?Category 1 - -> 3.03kg lifting capacyty at 1.6m, boom length = 3.17m - 8.9mCategory 2. 3 - - > 3.03kg lifting capacity at 2.6m, boom length = 3.31 - 7.70mcategory 4, 7 - -> 5.05kg lifting capacity at 2.5m, boom length = 3.54 - 8.37m Clarification 8: UNOPS reiterates that the crane option as specified is for evaluation purposes only, to allow like-for-like comparisons - the crane offered as an option must be able to theoretically lift the payload weight. If/when a crane is actually required during the lifetime of the LTA the client's needs are expected to differ and will be considered and evaluated on a case-by-case basis at the time of requirement.Question 9: for flatbed (category 1- 7), we have both steel cargo and wooden cargo, and would like to offer wooden cargo, is it ok to you?,Clarification 9: Yes, both are acceptableQuestion 10: Regarding form E, I would like it to be clarified. It is necessary to have worked with at least 5 UN clients? In other words, have we had to collaborate with a representative clients of the UN through any bidding? Or it is enough to have worked with clients who have worked for the UN. If it is the first time that we collaborate with the UN, could we not be eligible for this tender?Clarification 10: Criteria 2.1 requires continuous business supplying UN clients over 5 years and Form E requires minimum 5 past UN contracts.

New clarification added: Question 7:a) Could you extend the tender closing date by 1 month? we have very limited time to prepare the tender.b) For option of crane, lifiting capacity same as payload looks too big, could you accept manufacturer recommendation with largest capacity?c) For warranty, our standard warranty is 12 months, or 20,000km whichever comes first, could you revise the running distance portion from 50,000km?d) For tractor & trailer, we are chassis manufacturer, so we are able to offer tractor with coupler, but cannnot offer trailer, so could you separate the items? trailer for 1 item and tractor for 1 iteme) We can provide cigaretter lighter, but voltage is 24V, could you accept 24V?f) If customer selects crane option, body length will be shorten more than requirement, is it acceptable?g) Are we able to offer alternative? i would like to offer both made in Japan product and made in India product. for 6 x 4 dump categories.Clarification 7:a) Please refer to Clarification 1b) For evaluation purposes we require a truck crane to have a minimum lift capacity at 1 meter equal to the max payload of the truck. Actual requirements may differ and will be considered on a case-by-case basis at the time of requirementc) UNOPS considers 20,000 km for a truck warranty too little. Hence 1 year or 50,000 km whichever comes first is maintained as minimumd) UNOPS wishes to procure tractor heads and semi trailers together. Hence separating tractor heads and semi trailers will not be considerede) 24V is acceptable f) For the main offer, please offer the truck with a flatbed length as UNOPS specifications. When offering the crane option, kindly state what the flatbed length would change to in order to allow this crane.g) Multiple offers per Category are permitted.

New clarification added: Question 4:As your form E requirement does it mean that past exprience contract/order must be with UN client, other NGO is not accepted. Bidder who don't have UN client order will be disqualified.Clarification 4: Criteria 2.1 requires continuous business supplying UN clients.Question 5: I am in South Africa and standard of the trucks is Euro 2/3 or 4 or LHD OR RHDClarification 5:The offered trucks must comply with the emission legislation (Euro norm) for each country offered to. It is the responsibility of the bidder that offered trucks comply.Question 6: Can tender deadline be extended with 2 weeks, do to heavy workload.Clarification 6:Please refer to Clarification 1

New clarification added: Question 1: a) We would like you to extend the tender deadline for one month till 12th August, because We have to go through our compliance process and need study of products.b) We are very interested in taking part to this tender. Unfortunately, the deadline is very short and we would like to know if it´s possible to get an extension until 15.08.2021 to participate to this tender ?Clarification 1: a+b) Currently there is no expectation to extend the deadline.Question 2: After an exhaustive study of said offer, a series of doubts arise when making our offer:a) Neither the brand nor the model of the vehicles is specified, so we assume that as long as it adjusts the minimum requirements it will be enough, no matter the brand of the vehicle, is this statement true?b) Related to trucks with cargo box, only the characteristics that the vehicle has to have are specified, however, the characteristic of the cargo box are not specified except its volume. Therefore we would like to know the material of the cargo box (Aluminum, polyester, sandwich panel, plywood ...) in case that material is not specified, we will choose it from the best material that we consider under our great experience.c) Related to refrigerated cargo box trucks, we need to know if it includes the cooling machine. We also need to know if these refrigerated cargo boxes will be destined for freezing or simply for refrigeration, power of the cooling machine, thickness of the walls and design of the cargo box will depend on it.Clarification 2:a) The specifications are generic. Bids meeting the requirements of the ITB including minimum specifications will be considered regardless of brand or model. b) Offered refrigerated cargo box trucks must meet the minimum specifications to be considered. See the Minimum Mandatory Standard Equipment for Categories 23-29, and 30 in the Schedule of Requirements. c) Offered refrigerated cargo box trucks must meet the minimum specifications to be considered. Freezing capability may be offered as an option (see 'Desired Options' in the Minimum Mandatory Standard Equipment for Categories 23-29, and 30 in Schedule of Requirements).
