New clarification added: Q10. From the Annex 08 - Bill of Quantity (BOQ) - Bridge, there are Lot A, Lot B, and Lot C stated on the BoQ, Kindly clarify if the lots stated means each lot will be awarded to different contractors or not?A10. The lot stated on the Annex 08 - Bill of Quantity (BOQ) - Bridge, is for the purpose of descriptions of the bridges under the process. Therefore, ALL the 3 bridges constitute 1 process and all the 3 Lots will be awarded to 1 contractor. Bidders are therefore required to submit proposal for all the 3 bridges as one.

Can your kindly advise on the issue of Bid Security, Schedule 1 requires us to state an amount for the proposed security whilst schedule 2 states that the Bank Guarantee is not applicable. Is this bid security required?A9. The the proposed security is not required for this RFP.

New clarification added: Q8. For estimated milestones about timeframe and milestones, We have the question for the contract signature due to the date is 22 June 2021 today already, but the estimated contract signature date is 1 June 2021. Can we still use the same one? Or we can change it to a new date? A8. The contract signed date stated in the RFP Section III- Terms of Reference and Design Brief (Item 8.0) was tentatively. Any proposed timelime should be made independent of the date stated. That is the date stated has no bearing on any proposed timeline.

We acknowledge that the Preliminary investigation report confirms that a full topograghic survey was done, therefore, would you send us the Autocad file or the CSV file to enable us to further analyse the data available.A4. The Autocad file or the CSV file or soft survey data is not available to bidders. The Annex 01- Preliminary Site Investigations report is amended and attached to the tender under document tab of UNOPS esourcing portal as "Amendment 1_ Annex 01- Preliminary Site Investigations report ( Section of road from Nyahodi Bridge 4 to Rusitu Mission)" Documents are attached as Annex 01a to Annex 01l (L). Kindly see amendment 2 of the tender.Q5a. This project is design and build , and the tender preparation period allowed is exactly one month, we would like request your extend the closing date for further four weeks from the original closing date, to allow bidder do a proper survey, design and preparation.A5a. The RFP tender deadline is exteneded to 2021-06-30 10:00 UTC. Kindly refer to the tender Amendment 2Q5b. The Construction period is only 9 Months. From our experiences, Minimum it takes 3 Months for the detailed design and only left 6 Months for physical construction. By taking into the Covid-19 impacts, we kindly request you to extend the project period to minimum 15 Months.Q5b. The concept of design build is to achieve a progressive phased design approval followed by a phased construction start, therefore the design and build period is considered adequate. When reviewing the documentation it seems that materials testing have been done as well as topographic survey but it is not included in the information that I have downloaded. Paragraph 5.5 onwards have pictures that is not visible. Appendix B soil testing data not given all tables not populated.A6. On page 7 Returnable proposal schedule 6, Section III, we propose that the registration of design the team leader should be in any of SADC countries instead of in Zimbabwe only.A7. Zimbabwe legislative requirements define that the design team leader must be registered with the Engineering Council of Zimbabwe (ECZ), therefore proof of the design team leader registration with the ECZ is a requirement and remain unchanged.

Based on our experience of pricing EPCM projects, and the current underlying circumstances whereby we are required to conduct our own preliminary investigations in order to collect and analyse data for use in the design principles, preparation of BOQs, pricing and the risks which applies thereto, we hereby ask for an extension of time for the Bid submission by one (1) month in order to give us two months of preparation of a comprehesive bid which can be split into two i.e 1.5 months for preliminary investigations, preparation of concept designs and BOQs & 0.5 months for pricing.A2. Please note as at now there is no plan to extend the RFP submission deadline. The RFP under Section II - Terms of Reference and Design Brief Roads provide information on the preliminary investigations which were conducted.
