Tender description: Request for Proposal (RFP) for the Establishment of Long-Term Agreement (LTA) with supplier/s of Diagnostics Connectivity Solutions
This RFP refers to the provision of Diagnostics Connectivity Solutions as further described in the document titled Section II: Schedule of Requirements, included in the Documents section.
UNOPS/StopTB-GDF will sign with awarded supplier/s One-year (1-year) Long-Term Agreement/s (LTA/s) for the provision of Diagnostics Connectivity Solution together with related services (installation, training, support, and maintenance) for management and monitoring of performance of TB diagnostic instruments (hereinafter referred to as “Solution”). With good performance of supplier(s) under LTA/s, the option to renew them for two (2) additional periods of one (1) year each may be offered under the same terms and conditions for a maximum of three (3) years.
Once LTA/s are signed, Solution/s of awarded supplier/s may be introduced into GDF catalog becoming available for order for any GDF client (e.g., more than 142 countries).
LTA/s in place will not be subjected to secondary bidding.

New clarification added: Dear Applicant, Please find the below answers for your questions. Question 1: For the item #1 Software Application, we request the supplier to provide a unit price in USD which includes the cost of a perpetual license preferably, plus the cost of the customization/configuration of the Software Application on customer needs / requirements, and plus 1 year of initial support and maintenance. Please refer to the Excel file document Annex 1_Form C_Technical Proposal Form_RFP19884, sheet “Items”, column C “GDF technical specifications requirements” for more details on the item #1.For the collection of information/data needed for the Software Application to be properly customized to the customer needs and requirement, the supplier is requested to provide a unit price for the item #2 (Software Pre-deployment Landscape Analysis, On-site / In-person) and for item #3 (Software Pre-deployment Landscape Analysis, Remote).We do not understand what activities are covered by you under “pilot installation” and “national roll-out” costs as we do not see any difference in required activities between pilot installation and national rollouts, therefore costs should be provided as requested for each item. Please refer to the Excel file document Annex 1_Form C_Technical Proposal Form_RFP19884, sheet “Items”, column C “GDF technical specifications requirements” and related details in the sheet “detailed requirements” to find the item number/s that cover the activities you are referring to. Please note that the objective of this ITB is to select supplier/s of requested products for their introduction into GDF catalogue via Long-term-agreement/s signed with awarded supplier/s. Once products of awarded supplier/s are added into GDF catalog, clients of GDF (i.e., more than 142 countries) will be able to procure those products via GDF. Therefore, the supplier is requested to provide a global unit price for each item (same unit price regardless the countries, sites, or users).Question 2: Please refer to the Excel file document Annex 1_Form C_Technical Proposal Form_RFP19884, sheet “Definition” where these terminologies are defined.Question 3: Please refer to the Excel file document Annex 1_Form C_Technical Proposal Form_RFP19884, sheet “Items”, column C “GDF technical specifications requirements” and related details in the sheet “detailed requirements” to find the item number/s that cover the activities you are referring to. However, any support to countries on the use of the Software application can be provided by the suppliers with different items: the “Software application” item (Item #1, during initial 1 year support & maintenance) or with the “training on connectivity solution” items (item #10 and 11) or with the different “support and maintenance” items (items #12, 13, 14, 15, 16, 17) or with the “professional Services” items (items #21 and 22). GDF’s client will procure the items that better fit their needs.The “total financial offer” is the sum of the unit price in USD of the 22 items of the Lot. Please refer to the document Section II – Schedule of requirements, clause 3.1 and 3.4 and to the Excel file document Annex 2_Form D_Financial Proposal Form_ RFP19884 for more details. Please also refer to the Excel file document “Annex 1_Form C_Technical Proposal Form_RFP19884”, sheet “Items”, column C “GDF technical specifications requirements” and related details in the sheet “detailed requirements” to understand what activities/goods each item cover and for which we request the supplier to provide a unit price in USD for a 1 unit of measure (one good, one service). This is in line with how the financial offer of the suppliers will be presented in the e-sourcing system. Question 4.In case we receive from suppliers offers for item #1 with different duration (perpetual and annual) for the license, the evaluation of the financial offers of the suppliers will be calculated for a solution implemented remotely, with a cloud hosting for 2 years (sum of unit price of items # 1, 3, 5 (x2), 7, 8 (x2), 9, 11, 16), and 4 years (sum of unit price of items # 1, 3, 5 (x4), 7, 8 (x4), 9, 11, 17). In case of an annual license, the unit price of item #1 will be multiplied by 2 or 4 respectively. Then, the sum of the cost of use for 2 and 4 years will be used to rank the financial offers of the suppliers with a technically compliant offer.Question 5. Support & Maintenance Extension means the support and maintenance provided AFTER the first 1 year of implementation of the diagnostic connectivity solution. The Initial 1-year support & maintenance is provided/included with items #1, 4 and 7.Question 6.The supplier is not authorized to change the product and the unit price during the duration of the LTA. Therefore, the supplier is requested to offer one product from a specific supplier and with a fix price for this RFP. Non-compliance to this requirement may lead to the rejection of the proposal.Question 7. Anything that is considered an essential task or a process that mitigates downtime of testing or system usage. Such examples include but are not limited to Restarting of serverRaising a support ticketReconciliation of dataCorrecting incorrect dataData backup and restoreMonitoring security eventsLogging of observed bugs

New clarification added: Dear Bidders,Please note that in order to see all the rows in `Detailed requirements` tab of 'Annex 1_Form C_Technical Proposal Form_RFP19884', you need to `unfilter` the cells B5 and C5. Therefore, kindly unfilter mentioned cells to be able to see all detailed requirements for the preparation of your proposal before your submission.
