RECON™ 180 - The Three Screen, Adaptable Environment The system should be able to provide a realistic, customizable firearms simulation environment to assist the training of UN Security personnel for a range of potential scenarios. The following key characteristics will be highly desirable: 1. Software - Scenario Authoring - Custom and Feature-rich 2. Hardware - Simultaneous trainees (4 responders in range mode; 2 responders in Judgement Scenario Mode) 3. Hardware - Realistic - weapons and sound effects a. Recoiling weapons feature b. Untethered c. Ease of Recharge system d. Low Light Capability 4. Hardware - Weapon Compatibility 5. Training - Theory and Hands-on 6. Warranty - Like-for-like Replacement and upgradability 7. After Sales Maintenance & Technical Support – Helpdesk General Requirements - System Capabilities The United Nations (UN) Department of Safety and Security (DSS) seeks to a new Firearms Simulator (FS) system to supplement and improve the training of its staff for certification to carry and deploy firearms in any given circumstance. The Firearms Simulator (FS) system should possess the functionality to combine less lethal and firearms training (firearms, use-of-force, judgement, OC spray and baton) scenarios on the same system. It would therefore provide the facility to exercise Security Officers in the corresponding decision-making process as contained in the United Nations current policy. With regard to firearms simulation, it should combine the functionality to practice marksmanship training from basic to advanced, with judgmental (scenario) training to enhance the Security Officer's understanding of 'shoot / don't shoot' situations. Amongst other elements, the proposal should therefore include, but not be limited to, details regarding a description of the equipment offered with the system including software, keyboard, screens, speakers, amplifiers, camera, glasses and all necessary components and accessories for proper and optimal operation of the System. Compatibility Weapon System The system should be compatible with current UN weapons systems including simulated • Glock 19 pistol , • Submachine Gun HK MP5 PDW, • Rifle HK G36 C • Shotgun Benelli M4 super 90 The system should be able to integrate training options such as OC Spray, Baton and flashlight. Software application The software offered should be Windows-based (Version 7 or compatible with Version 7) or any other commonly used system (Apple Mac software is not acceptable) • Availability of authoring software; • Ability to create own scenarios. Scenarios • Minimum of 200 applicable judgemental scenarios; • Use of Force judgment scenarios for different use of force options; • Realistic scenarios for law enforcement/security; • Capability to select scenarios by the instructor and/or by system; Feedback & Replay • Equipped with video camera and accessories to create organizational scenarios. • Shooter feedback video systems • Capability to record and save shooter's results, providing a review on the targets hit and response time for each trainee; • Slow motion replay of shots fired; System Database • System is integrated with database storage; • Capability to export record of scenarios and Officers involved to a CD, USB and/or DVD, as well as ability to add comments to the shooter's database and record of scenario; • Multilingual capability The minimum requirement is for the system to be operated in English. However alternative languages as in French, Arabic, Spanish and Russian languages are desirable. Please indicate in your proposal the number of languages the system provides for and list these In addition, the System will include the following: • High-Definition Video Projector (Native 16x9 format) • Projector Screen • Flat Panel Instructor Monitor • Keyboard and Optical Mouse • 5.1 Surround Sound Speaker System Laser/Devices Included: 1-Dry Fire laser for Handgun 1+4 Additional = 5 total OC Laser canisters 1 Baton branching for Training Lab 1 Surefire flashlight with filter All cables, wires, connectors must be provided for proper and optimal operation of the System. Weapon Features: Hardware & Software The equipment offered should comply with the following minimum requirements: • Hardware - Feature Set • Wireless multiple weapons for simultaneous usage; • Wireless connection (untethered) for multiple shooters; • Capable of accommodating a minimum of four trainees simultaneously; • Capable of creating customized and an unlimited number of courses of fire; • Trainee tracking system during multiple trainee sessions; • Capable of replicating realistic recoil of an actual weapon; • Additional skills enhancers at various levels for each training mode incorporating increasing level of difficulty and complex challenges; • Instructor operated adversary, escalation and de-escalation functionality; • Shooter correction functions (muzzle trace, weapons cant, trigger squeeze) • Simulation weapons offered with the system should closely replicate actual weapons types; • Recharge system / refilling Please provide in your proposal a description of the recharge system to be used with the equipment offered. The weapon charge should comply with the following minimum requirements before a recharge is needed: • Minimum of 3,000 shots fired with all weapons combined for the Recharge Station; • Minimum use of 3 hours of simulated OC spray; • Minimum use of 5 hours of simulated combined use of baton and OC spray. • Weapons are to be refilled similar manner to an actual weapon, (i.e. after every 15 shots, refill with magazine exchange) • Sound System Integrated audio system to produce sound effects simulating real live fire acoustics; • Low Light Capability • Should be capable to of being used in low light conditions (all simulator weapons should be capable of having night sights attached); • Possibility to reduce light for low light shooting, and use of different use of force options in low light condition; Software - Scenarios / Scenario Authoring • Low light feature, adjustable light conditions on any scenario • Scenario Creation software with capability to customise existing scenarios • Line scan calibration for laser accuracy • Self-calibrating without the need for hand held devices • Operates on any light conditions for proper PiP video playback • Scenario and "On-the-fly" 3D Audio • Audio controls (located on instructor monitor) • Customisable Trainee Report Generation • After Scenario Debriefing (allows any Microsoft material to be viewed) • Pause, play, restart and stop functions during scenario play • Slow Motion, Pause, Frame Forward, Frame Backward controls on Debrief Replay • Digital scrolling capabilities in the replay video • Capable of creating scenario "Playlists" with Save and Recall function • Training Scenario Library (550+ native HD scenarios preloaded) • Free HD scenarios (2D and 3D) for the life of the system (15+ for each quarter) • Preloaded Skill Builder shooting drills in graphic applications In order for the instructors to become familiar with the operation and maintenance of the proposed equipment, a training program must be included as part of the proposal. A training module that includes system integration, installation, deployment and troubleshooting; both theoretical and hands-on training including scenario development.
