New clarification added: Question 21: Lot 3: Could you please confirm that ice maker should produce ice blocks and not ice cubes. Answer 21: The ice maker should be able to produce Ice Blocks of sizes: 2.5kg, 5kg, 10kg, 20kg etc. Question 22: Lot 4: Refer to clarification issued on May 03,2021, question 8: The box should be suitable for snap freeze fish and should be insulated. Could you please confirm this requirement. If yes, please provide a picture of a Multiple high-density polyethylene HDPE fish box suitable for snap freeze that is insulated. Answer 22: Please see sample picture as requested but the picture is only for illustration purposes and not the actual product. The bidder can propose the product that meets the minimum specifications. Question 23: please provide detailed DAP addresses for LOT 1, 2 & 3 for requesting the exact transportation costs. Answer 23: The deliery address is DAP Incoterms 2010 West Point community and King Gray Community, Monrovia – Liberia. The final destinations within the community will only be decided at the time of the order. The bidders are requested to quote transportation within these communities.Question 24: As you have clarified, the required performance for the ice makers with an assumed load of 80W and production of ice blocks at rate of 1.2kg per hour this is a high ice demand in high ambient temperatures. New clarification added: Question 09: Refer to Lot 01: Supply and delivery of solar-powered DC chest freezer units – min 160ltrs, Charge Controller minimum capacity: since the evaluation is based on lowest price substantially compliant offer as stated under Evaluation Method, could you please confirm the minimum capacity of the charge controller is 20A?Answer 09: As mentioned under page 04 of Section II - Schedule of requirements - The capacity of the charge controller is below;Charge controller, MPPT: Capacity: Isc array+25% (assumed Isc arrany = 16A+25%) = 20 A min. capacity**Note: ** If a bidder offers a freezer with higher consumption than assumed in the specifications, the PV array Wp, Battery bank Ah and Charge controller capacity A must beincreased accordingly in order to be technically compliant. It is the obligation of the bidder to provide trustworthy design calculations to prove or else disqualification may occur. Question 10: Refer to Lot 02: Supply and delivery of solar-powered DC chest freezer units -min 350ltrs: Cables: All units to be installed at a central location with panels to be installed on 1 storey building rooftop. Could you please provide the cable length required between the solar panel and the charge controller? Answer 10: Approximate height of the building floor to roof apex is about 15ft high. With this an assumption needs to be made with adequate lags. Answer 11: The roof is a pitched roof, with zinc sheet covering on secured on timber members, supported on concrete columns. Question 12: Refer to Lot 02: Autonomy is stated as 3 days under purpose on page 05 and min 4.0 days on page 06. Please clarify which one of these requirements should be followed. Answer 12: The bidders are requested to consider 4days. If not, please clarify this requirement. Answer 15: The icemaker should be able to work for 12 hours continuously offline and produce a minimum of 1.2kilograms per hour. Note: ** If a bidder offers an icemaker with higher consumption than assumed in the specifications, the PV array Wp, Battery bank Ah and Charge controller capacity A must be increased accordingly in order to be technically compliant. Answer 18: Lot 03: PV panels and PV array should be min 900, (min 3X300Wp) for specifications.Question 19: Lot 03: Charge controller is stated as 40A** on page 09 and 30A min. capacity stated on page 11. Please clarify which of the two requirements should be followed. Answer 19: Lot 03 charge controller must be minimum 30A.Question 20: We hereby request you to please extend the bid submission deadline by 7 working days. Answer 20: Please note that the deadline cannot be extended, since the deliveries should be completed as per the commitment with the donor and the clients. New clarification added: Question 06: For Lot-1 & 2 - Solar-powered Chest Freezers the requirement says Direct Current(DC). Can we offer Alternative Current (AC) instead of DC?Answer 06: Please note that the requirement is for DC Solar-powered chest freezers and UNOPS will not accept any other alternatives. Question 07: For Lot-3 - The working capacity of the solar block ice machine is only 1.2kgs/hour? The total capacity is less than 30kgs/day? Answer 07: The specifications as mentioned in Section II - Schedule of Requirements as belowProduction Capacity: 1.2±5% kilograms per hour of operationProduction of Ice Blocks of sizes: 2.5kg, 5kg, 10kg, 20kg etc.Ice block is specially designed for Tropical and other hot area where ambient temperature is high.12-hour daytime operation with battery backupQuestion 08: For Lot-4 - Please confirm if you need an insulated or non Insulated box. New clarification added: Question 05: We request you to please extend the bid submission deadline by 10 working days. Answer 05: Please note that the tender was posted on 2021-04-16 09:29 UTC and the deadline is 2021-05-10 10:00 UTC, which the bidders had more than 23 days. UNOPS will not be able to extend the deadline any further.

New clarification added: Question 03: We found that the JV form is mandatory for submission. We will not adopt JV to attend this bid. Would you please clarify if this requirement is mandatory or optional?Answer 03: JV form is not mandatory. it is optional and should be submitted in case of any JV being formed for this tender. Question 04: For Lots 01.02.03 and 04 is it a mandatory to have a local agent / partner ?Answer 04: Please refer to clarification under question 01 in this tab

New clarification added: Question 2:We do not have a local agent/partner in Liberia,only online support available,can we only supply and delivery lot No. 1, 2, 3, and 4 without providing the other services?Answer 2: Please refer to answer 01 under the clarifications tab on similar queryQuestion 3:Can we only supply some of the 4 lots items but not all of those 4 lots items?Answer 3: Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.

New clarification added: Question 01: For Lots 01.02.03 and 04 is it a mandatory to have a local agent / partner ?Answer 01: For Lots 01, 02, 03 and 04, it is not mandatory have a local agent/ partner but for lot 05, 06, 07, 08, 09 and 10 it is mandatory to have a local agent/ partner, since these are associated services for the lots 01, 02, 03, and 04 respectively.
