Within its mandate of providing a wide range of project implementation and operational services in the peace building, humanitarian and development environment in Somalia, UNOPS Somalia Country Office supports the government, other UN agencies and the people of somalia through procurement and delivery of a considerable variety and quantities of goods, works and services on an ongoing basis.
Given the country’s low production capacities, UNOPS procures a large part of the much needed goods offshore and imports them to Somalia. All goods imported in the country either by road, rail, waterway or air require customs clearance. Therefore, in order to facilitate the in-country logistics of custom clearance and delivery of imported supplies to the consignees within the locality of the entry-port, UNOPS requires customs clearing Agents in Somalia.
Somalia has the longest coastline of over 3,000km in mainland Africa and has its major port cities along the coast. Somalia’s major seaports include Mogadishu, Kismayo, Bosaso and Berbera seaports. It also has other seaports with lower capacities including Baraawe, Marka, Hobyo etc. The major international airport is in the capital Mogadishu. However, there are also quite a number of international airports in other cities through which importation of goods is permitted. These international airports in addition to the Aden Abdulle International Airport in Mogadishu, include but are not limited to Hargeisa, Berbera, Bossaso, Garowe etc.
A significant proportion of UNOPS orders are imported via Aden Abdulle International Airport in Mogadishu and the Mogadishu Sea ports. However, in a few instances UNOPS had had reasons to import vehicles using other seaports like Bosaso and Kismayo; and medical supplies via Hargeisa and Garowe airports. Similar requirements are likely to surface in the future. Therefore, the proposed customs clearing and delivery services LTA is intended to be operational country wide.

The shipment will be done in multiple tranches and the rates the bidders will provide per kg will help in calculating and settling the fees of the customs clearing services.

New clarification added: Dear Team,The meeting of toady was clear and we understood a lot, and thank you for that.please we need more clarification, since we have so many years of experience in custom clearence, for UN agencies in Mogadishu.Normally we prepay the shipping line fee of CMA/CGM, Maersk lines, msc and so forth for 20ft container $484, 40ft container $684 and we invoice them after job was being done for UN office,and therefore they will reimburse with reference to cash receip from shipping line company.Now for UNOPS where shall we put in form f with those cash?Response: For Shipping line cost, it is usually paid by the Agency doing the shipment or the receiving agency, However, should there be an event where the clearing agent is required to pay such fees on behalf of the receiving agency, you will be duly informed to do such and you can include that in your invoice.Therefore, this was not included in the price schedule, meaning there is no need for that at this stage. One thing is that, these are all standard pricesOn othe hand, do you use commercial airlines to shipp the cargo AAIA , for example scan global logistics, or Astral Aviation, Eithiopian cargo airlines? if yes, where shall we put cargo service fee for form f?Response: Yes, most of the cargo will be received through commercial airlinesHandling fee and standard costs which can be obtained from the port authorities and which are not static. Please include all standard costs as separate documents.

New clarification added: Under Section IV, Schedule of Requirements, Terms of Reference, point 4, Clearing Agent Requirements, bullet point 10, page 2: Please confirm the maximum load capacity requirement of the forklifts and Crane provision that will need to be made available to provide offloading services for UNOPS?According to bullet point two, the Clearing Agents shall have or have access to (through a signed agreement with a transport company) at least 4 trucks and other cargo handling equipment in Somalia ranging from 2 tons’ pickup to 40-ton flatbed trucks capable of transporting 20 - 40ft containersTherefore, you are requested to provide forklifts and Crane that can handle the required tonnage (2 - 40 tons) and 20ft. - 40ft. New clarification added: Hallo,Please confirm for the General Cargo Sea Section will the cargo arrive with WFP Vessel or Commercial Vessels i.e Alpha, if its commercial is discharging our scope of work or only Port handling and Transportation.Response: Generally, the cargo will arrive in commercial vessels and the discharge will be handled by the port authority. The Clearing Agent will settle the handling cost and forward the invoice to UNOPS along with the bill for their services after the cargo may have been cleared and delivered at destination.Thanks
