New clarification added: QUESTION: We would be grateful for some clarification on the invoicing process: After the deliverables have been fulfilled, will the awardee have to issue an invoice for the services, or does the contract agreement serve as payment documentation and there is no need to issue an invoice? ANSWER; Dear bidder, yes. After a milestone has been delivered and accepted, as per they payment schedule defined in the contract an invoice will also need to be submitted for payment processing.

New clarification added: Question: If we wish to subcontract services, do we need the written approval from UNOPS prior to the proposal submission? Or should we include them as personnel in the Form B: Financial Proposal Form and we obtain the written approval after the tender is granted? Answer: Dear bidder, if you are submitting a proposal as a partnership please make sure you complete the Form F: Joint Venture Partner Information form. Otherwise, yes, please include them in form B. At the contract stage the approval is confirmed.Question:Can we include overheads as part of the operational costs in the Form B: Financial Proposal Form?Answer: Yes, overheads can be added as a separate line.Many thanks.

New clarification added: Q1)    Is there a budget sealing for the RFP published by UNOPS RBM ? A1)    The budget available for this solicitation cannot be disclosed. Bidders should come up with a total price proposal based on their unit costs and level of effort required to carry out the services listed in the Schedule of Requirements document.2)    Clarification on the countries listed under the RFP:Q 2.1    While the RFP section II (page 2) refers to having a minimum of 20 key informants as part of the interview, do they need to be spread across regions (e.g. Africa, Asia etc.) or limited to select few countries of importance to UNOPS RBM ? A2.1) The key informant interviews are to determine which stakeholders are the most important for identifying where global level decision making can be informed and affected by the recommendations from the white papers. It is irrelevant for the purposes of the RFP which countries the stakeholders are in. It is only important that they are influential in being able to support or enact changes in the global public health innovation space, based on the recommendations in the white papers.Q2.2    Does UNOPS RBM have a list of countries that are considered essential and must be part of the proposal?A2.2) No, there is no such list.Thank you,
