Consultant(s) to develop Business Case for the NSSF ICT System in Cambodia
Background
The National Social Security Fund (NSSF) is being tapped for a major role in the new system. The NSSF was established in 2007 under the provision of the 2002 Law on Social Security to cover all persons defined by the Provisions of the 1997 Labour Law. According to the law, the NSSF is governed by a tripartite board of directors, comprising representatives of workers, employers and Government. The NSSF draws this authority from its status as an Institution of Public Administration, which makes it a legally and financially autonomous entity.
The progress made by the NSSF in the past 10 years is remarkable. The transition from a department of the Ministry of Labour and Vocational Training (MoLVT) to a full blown institution with more than 1,000 staff serving almost two million workers around the country through various provincial branches is unprecedented in Cambodia. However, recent development in the social protection national landscape are substantially increasing NSSF’s responsibilities. These has put a strain on NSSF effectiveness to manage its new benefit types and branches. As such, NSSF needs a strategic approach to ensure effectiveness, efficiency, and good service to contributors and beneficiaries when delivering its new mandate, creating a need for a systemic approach to modernize NSSF administration.
Piecemeal solutions are inadequate in addressing the dimension and diversity of changes need by NSSF. Preparing a modern, effective and efficient Social Security system that is able to cope with the significant challenges ahead of NSSF is only possible through a Modernisation Project based on a significant investment with a high degree of technical, political and operational complexity.
Objective
To support the implementation of the NSSF Modernization Project, ILO is looking for an individual consultant or team of consultants to assist in the developing the Business Case for the new NSSF IT system.
The business case is to support NSSF in the decision making process by quantifying the financial and the non-financial impact of the AS-IS scenario vs the Investment scenarios as determined by the stakeholders.
Methodology
The consultant or team of consultants will be expected to have close consultation with the ILO Programme Manager for Social Protection Projects in Cambodia and the IT Division of the NSSF to develop the scenarios and to build the business case model. Due to the sensitivity of the data, the consultant is expected to be based in Phnom Penh to facilitate the data collection process. The service contract is expected to take no more than fifty (50) working days with an initial report submitted for review and comments before the business case debrief to the NSSF Board of Directors leading to the confirmation of the final report.
Tentative Timeline of Deliverables
The work will start on 15 February 2021 and the completion of all the review and the acceptance of the final deliverables shall be completed no later than 30 April 2021. The work plan does not include any missions or travel as the appointed consultant is expected to be based in Phnom Penh, Cambodia.
Outputs/Deliverables

Preliminary report detailing the validated as-is and the investment scenarios including the key data and the metrics - 22 March 2021
Business case debrief sharing of the findings and the recommendations from the business case to NSSF Board of Directors -16 April 2021
Final report including the final recommendations taking into consideration all inputs from stakeholders from the preliminary report and from the debriefing session- 30 April 2021
Payment
The amount of this external collaboration contract is all-inclusive, and based on the consultancy rate proposed for by the consultant or team of consultants.
1. First payment of 30% will be made upon submission of the inception report.
2. Second payment of 30% will be made upon submission of the first draft of the preliminary report.
3. Final payment of 40% will be made upon submission of the final report to the satisfaction of the ILO.
Required Profile of the Consultants
The consultant or team of consultants is expected to minimally meet the following criteria:
- University degree in Business Management, Accounting, Finance or other related discipline
- Previous experience with development of business plan, market sizing and scenario analysis to support investment decisions
- Minimum 8 years of management consulting experience with relevant experiences and knowledge as stated
- Good knowledge of financial concepts, including profit/loss and cashflow analysis
- Previous experience developing financial models with Microsoft Excel
- Excellent command of oral and written English and Khmer languages with strong communication skills
- Strong organisational and coordination skills
