1. Background
UNHCR (United Nations High Commissioner for Refugees) and UNFPA (the United Nations Population Fund) henceforth referred to as “the UN agencies” seek to identify qualified temporary staffing companies for the provision of a high-quality, cost-effective, professional temporary workers.
The modality for the delivery of the services is intended to be primarily for offsite/remote services. The services will be required to be primarily provided in the traditional business day within European (both agencies) and/or North America Eastern (primarily UNFPA) time zones regardless of the physical locations of the temporary workers. From time to time, services may be required to be delivered onsite, most likely in UNHCR Headquarters located in Geneva, Budapest, and Copenhagen or UNFPA Headquarters in New York or Copenhagen, with the possibility to ask for any location in which we have offices.
2. Contractual Arrangement
The UN agencies intend to enter into non-exclusive Frame Agreement(s) (FAs) with the most responsive company(ies) to provide temporary workers, for a period of three (3) years, with the option to extend for two (2) additional years, subject to satisfactory performance. Each UN agency will establish its own FA(s) with the successful company(ies).
The performance of the FA holder(s) will be reviewed regularly and at least after each twelve-month period, and the FA will contain a termination clause.
The objective of these FAs is to allow the UN agencies to purchase services from the selected company(ies) as and when required on the rates offered in response to the RFP.
The principles of a FA are as follows:
a) The UN agencies will not be obligated to order any minimum quantity of services from the FA holder(s);
b) The UN agencies shall not be liable for any cost in the event that no purchase of services is made under the resulting FA(s);
c) The FA(s) will be non-exclusive, and the UN agencies will be entitled to procure the same or similar services from other contractors, as it sees fit.
3. Scope of Work
The UN agencies need to supplement their existing staff with additional external temporary workers with qualifications in the following areas: (1) financial management, including accounting, reporting, planning, budgeting and resource allocation, internal controls and audit management; (2) risk management and compliance; (3) project management and (4) financial management information systems, including business intelligence and data science. Temporary workers may be asked to perform day-to-day activities, as well as working on specific projects.
The selected temporary staffing company(ies) will be expected to have a roster/database of available talent which they have pre-screened. The UN agencies will primarily require English-speaking talent with the possibility to request bilingual talent (French or Spanish) from time to time. The UN agencies will provide a TOR for each temporary worker needed and the company(ies) will provide CVs of candidates with appropriate profiles within a short period of time (generally a week). The company(ies) will be expected to furnish complete, detailed references and background checks for each successful candidate.
The UN agencies may contract with more than one firm. Thus, it is not critical that the roster/inventory of available talent be in all the functional areas. For example, an FA may be signed with a company

which specializes in a finance workforce and another with a firm that specializes in a business intelligence/data science workforce.
In each of the 4 areas listed above, the following four levels of temporary expertise may be required: Senior-Level, Mid-Level, Junior-Level and Technician. Between the UN agencies, per year, we expect to need approximately 5-15 people at a senior and/or mid-level; and approximately 3-5 people at the junior/technician level. The typical duration of assignment is 3 to 12 months. A hypothetical scenario is available in the Evaluation Template worksheet of Annex B, but this is not a commitment on spend.

Bidders must clearly state their policies and conditions regarding the release of their temporary workers for appointment to regular posts with the UN Agencies, should the UN Agency want to provide a permanent contract to a temporary worker. Please detail in the proposal any cost that the UN agencies will incur. All temporary workers should be in good health and fit for work.
Account Manager: The selected company(ies) shall assign an experienced Account Manager to oversee the relationship with the UN agencies. The Account Manager shall have ultimate responsibility to resolve any dispute or disagreement with the UN agencies, and providing replacement workforce if the originally hired worker is deemed to perform unsatisfactorily. The Account Manager shall have at least five (5) years' experience as an Account Manager. The Account Manager shall be supported by a team directly responsible to him/her.
Well-being of the candidates proposed: Bidders must clearly state the social well-being entitlements they provide to the temporary workers while on contract/employed with the UN Agencies. Any workers provided to the UN Agencies will not benefit from UN annual leave, sick leave, insurance schemes, etc. It is expected that the selected company offers some social well-being benefits to the staff they contract on behalf of the UN Agencies, or that national systems provide adequate coverage. Whether bidder or nationally provided (or some combination of both), a description in sufficient enough detail must be provided in order for the UN agencies to determine adequacy. These should be detailed in your proposal. Medical insurance must be provided, or the candidates must prove to the temporary staffing company that they are insured through other means.
The tender contains sustainability considerations promoting health and general well-being of consumers/ recipients of the good or service.
