Description
The Gambia has one of the fastest urbanisation rates in sub-Saharan Africa, with the Greater Banjul Area (GBA) already accounting for 68% of the total population. This has resulted in several environmental and socio-economic problems including deforestation, soil erosion, pollution and waste generation, as well as stress on health, education and employment services. These have been exacerbated by the lack of an urban masterplan for Banjul (which has not been updated for nearly 20 years) and the absence of a planned response to the growing economic activity of the city. Likewise, the absence of an updated cadastral map and insufficient data on taxable properties in the Greater Banjul Area has resulted in the municipalities being able to collect only a small portion of their potential revenue from property taxes. With inadequate funding available from the central government, there is increased pressure on the municipalities to explore innovative revenue generation mechanisms to effectively deliver basic services.
To respond to this potential and address these issues, The African Development Bank and UNOPS are supporting the Government of The Gambia through the Greater Banjul Area: Sustainable Urban Development Programme 2020-2040 (Greater Banjul 2040). The main goals of the project are the development of a comprehensive, digitized urban plan for the Greater Banjul Area and the provision of Technical Assistance for institutional capacity development of partner institutions, i.e. Ministry of Lands and Regional Government (MoLRG), Brikama Area Council (BAC), Banjul City Council (BCC) and Kanifing Municipal Council (KMC).
One of the key aspects in the Greater Banjul 2040 project is to provide the MoLRG and LGAs with relevant updated data for urban planning and land management organized in a Digital Platform as a Geographic Information System (GIS). In order to fill the information gaps identified during the previous stages of the project, UNOPS intends to launch a survey to collect and organize all data needed to be included in the Greater Banjul Area 2040 project. The collected data and other relevant data from various sources will be further integrated in a Digital Platform. The digital platform will also include additional layers produced by the project team in later stages of the project (i.e. land use model 2040), and the consultancy includes the training of the government officials that will manage the information and the digital platform.

New clarification added: Hello,I hope you are keeping well.We would like to seek clarifications about some information provided in the schedule of requirments. Our question regards the requirements for conducting plot boundry maps for the un-mapped areas.Are there existing plot boundary / sub-dicision survey maps for these areas (outside the 53% mapped areas), that will be captured as reference data to develop the cadastral basemaps OR the production of basemaps will soley be undertaken by LIDAR or satellite imagery data capture.Response: As stated in the ToRs, the Consultant will be responsible for the completion of the plot boundary map using LIDAR, high-resolution satellite imagery or aerial photos. The Consultant is expected to define further attribute fields to be populated at a later stage by the Ministry of Lands and Regional Government and Local Governments, according to the information contained in land records.o Is parcel boundary to mapped using satellite data or it is to be mapped on the ground with land records authorities.Response: As stated in the ToRs, the Consultant will be responsible for the completion of the plot boundary map using LIDAR, high-resolution satellite imagery or aerial photos. New clarification added: We have thought it necessary to discover why, if it was not an oversight, the urban area of Barra- Essau was going to be excluded in the cadastral survey that is being planned? We recalled that it was to be captured during the comprehensive georeferenced information gathering of all its important socio-economic parameters. If it is correct, shall there be another method to be derived whereby the developed lands in the urban Barra-Essau area are to be made taxable? With that in view, the protocols for data collection & management to be developed shall it have to include the urban area of Barra-Essau?Response:As is stated in the ToR, no data for the cadastral base map will be collected for Barra Essau. Regarding the protocols for data collection and management, it's expected that they will be standardized according to the nature of the parameters to be collected and maintained in the database and incorporated in the GIS.

Since the year is ending and we are very busy with our workload until Christmas during which our office is closed for two weeks until the new year, is it possible to extend the deadline till 31 January 2021 in order to prepare a proposal for you? We will not be able to start the preparations for the proposal this year unfortunately.We might like extend the deadline for the submission of bids, but it might not be for the period you are requesting, perhaps it might be early Janaury.2. Can you explain the evaluation criteria for the tender? In specific the technical and financial criteria and way of calculating the evaluation.The evaluation methodology is Lowest priced substantially compliant offer, the evaluation will be done on a pass and fail methodology. Those companies that will we substantially compliant to the Preliminary, Qualification and Technical Criteria, will move to the financial evaluation. And at this stage, the company with the lowest price wins the bid.3. Can you kindly inform us if there is a technical threshold for the proposals that one has to meet in order to be eligible for project award. For example if one does not meet the threshold of 70 points, one will not be eligible to be awarded this project.There is no technical threshold, after the technical evaluation of bids on a pass and fail basis, the complaint companies will be evaluated financially, and the company with the lowest price wins the bid4. Is there any indication for the maximum budget available for this project or is there a budget range to meet? It is often beneficial to indicate a budget range to align on the expectations on the details of the analysis and results. It also makes the technical requirements more important than the financial ones, which enhances and highlights the differences between the quality of the bids (receiving the best for the budget available)No, the budget details will not be revail, this is the reason why the Term of Reference is made clear.5. The first milestone should be completed 1 week from contract signature, as is specified in the ITB Section III – Schedule of Requirement, section 10, page 13.- among all the data to be mapped/analysed within the contract, which and how many will be already provided (at least partially) from the vendor? and which and how many will not?Answer: The data to be provided, and the conditions, are specified in the section 5 of the ITB Section III – Schedule of Requirement.- would eventual extensions of the contract be considered in case of need?Answer: There are no planned extensions for the completion of the contract activities.
