Background The Special Tribunal for Lebanon (STL) with it Headquarters located in Leidschendam, The Netherlands, seeks Expressions of Interest from authorised companies / certified resellers, suitably experienced to register for a tender procedure STL intend to issue for the provision of Speech to Text Transcription Software for the STL courtroom. The official languages of the STL are English, French and Arabic. Overview of Requirements The STL requires a Transcription Software (“TS”) that would provide speech-to-text capabilities for contemporaneous distribution. The TS should have to be adaptable to a courtorrm setting with multiple participants speaking in Engish and French or Arabic The software currently used by the STL for court transcripts distribution is ‘Transcend’, manufactured by LegalCraft. Transcend is compatible with Windows operating system; standard PC hardware is sufficient to run Transcend; all CAT software/hardware is compatible with Transcend, as long as the CAT machine sends out data to CaseView or to Bridge Protocols; it is compatible with Case CatalystPreference Vendors may submit responses to this Expression of Interest for Software solutions that provide speech to text in the English language, French language or both languages. The contract award shall include provision of software solution as well installation and commissioning thereof. The initial period of the contract will be for one (1) year, with the possibility for three (3) optional annual extensions of one (1) year each, subject to satisfactory performance. The new contract shall commence as soon as possible in 2021 Please note that this EOI is NOT an invitation for submission of a proposal/offer. Please also note that submitting an response to this EOI does not guarantee that your company will be invited to the forthcoming solicitation that will be issued. All responses to this EOI should be made using the attached Response Form. Due to the high volume of communications, STL is not in a position to issue confirmation of receipt of EOI's. Please note that no further details of the planned solicitation can be made available to the vendors prior to issuance of the solicitation documents.
