Objectives and Scope

Unemployment and underemployment in Iraq remains one of the major concerns and the priorities of the newly established Government of Iraq. In its effort to assist the Government, UNOPS has designed a project addressing socio-economic local development through optimal employment generation and implementation of the pro-poor strategies at the local level. The project will provide an integrated package of the employment creation and income generation activities.

The main components of the project are a) building capacity of the 3 selected municipalities in Basra governorate to effectively plan and manage rehabilitation and development activities with a special focus on employment generation and social protection, b) introducing community participation mechanism at the municipal level, c) short term employment creation through quick impact public works schemes and infrastructure rehabilitation, d) support to income generation activities, including vocational training and support to small business, in order to enhance long term employment opportunities.

The project will be implemented in the Lower South, in Basrah governorate in coordination with the Ministry of Labor and Social Affairs, Basra Provincial Council and the Municipalities.

The main purpose of the obtaining the Vocational Training Equipments is to provide vocational training courses to Vulnerable Groups (Rural beneficiaries) selected from safety net program of the Ministry of labour and Social Affairs in Iraq in the remote areas belongs to the three districts of Basra in the Lower South of Iraq (Al Khaseeb district, Al Faw district, Shat Al Arab district).

Expected Procurement Components

Purchase of Equipments

The expected procurement action is to purchase the items Mentioned in the BoQs according to specifications and quantities required.

The items are as follows:

[1]  4x2 Truck   (Used Truck in Good Condition) - Quantity 1

The truck will be responsible of moving around the 40ft High cube container, Mobile Generator, tents, and 20ft High Cube Containers, on rotational basis.

[2]  Customized 40 ft High Cube Mobile Container / Workshop - Quantity 3

The container will accommodate the trainees providing the physical space for the training courses. The modified containers should be equipped with all the necessary items to conduct the training courses within a secure safe environment.

[3]  50KVA Silent Mobile Generator - Quantity 3

The Generators will provide the electrical supply for the training equipment.

[4]  Tents - Quantity 3

Tents will accommodate trainees, providing physical space to conduct the training courses.

[5]  Customized 20 ft High Cube Mobile Container / Accommodation -Quantity 3

The container will provide accommodation and life support to the trainers who will conduct the training courses.

Location

The contactor is required to deliver all the items purchased to Abu-Al-Kaseeb Vocational Center located in, Abu-Kaseeb district, Basrah Governorate, Iraq

Special Procurement Conditions and Additional Information

UNOPS invites suppliers capable of providing the Goods in above categories to submit their expression of interest.

In order to be considered as a potential supplier, interested enterprises should submit their Expression of Interest including the following information:

-          brief presentation of your enterprise including number of staff, turnover, years in business

-          reference list demonstrating your qualifications for participating in this possible upcoming bidding process

The Expression of Interest and accompanying documents must be received by UNOPS no later than 15^th June 2007, 17:00 Amman Local time on the address below.
