UNDP ALBANIA Deadline: 08 April 2008 Expression of Interest Extension of Government Electronic Network (GovNet)UNDP ALBANIA GovNet 2 Project: Implementing Agency: United Nations Development Programme (UNDP) Funding Agency: European Union and UNDP Background The implementation of the GovNet Project is funded by UNDP and the European Union and is jointly managed by UNDP Albania in partnership with the Government of Albania. The first GovNet Project was launched in September of 2004 and the project’s aim was to enable better communication between the Government agencies by establishing the essential ICT infrastructure. The first GovNet Project has been completed, making it possible for a secure and reliable communication between ministries in Tirana thus enabling a data network as a medium for value-added services such as data, voice and video. There are 17 locations connected to each-other and to the Council of Ministries. The network is considered to be able to transmit data and voice at the same time with the best effort in QoS. The second phase of GovNet concentrates on the following: 1. extending GovNet coverage 2. offering ICT services such as VoIP on top of the infrastructure built during the first phase of GovNet Objective: Connect four (4) additional Government institutions to Government Electronic Network The objective is to provide a modern, secure, high-speed electronic network that will interconnect four (4) Government institutions in Tirana to the existing Government Electronic Network that has been set up during the first phase of GovNet. The company should be capable to install, set up and test into operation the networking equipment (routers) in four (4) respective mentioned institutions. These devices have already been procured. The company should be capable to integrate to GovNet each location’s internal Local Area Network (LAN) environment as required. The company should be capable to implement a high level of network security based on a Virtual Private Network (VPN). The company should be capable to assist IT staff from respective institutions to integrate GovNet facilities with the institutions’ LAN. UNDP Albania now invites companies with experience on ICT area to indicate their interest in providing the above mentioned services. Interested companies must provide information indicating that they are qualified to perform the above services, including: 1. Organisational profile including tangible evidence such as annual reports, catalogues, brochures, etc. 2. Total experience in the field (at least 4 years required). 3. Experience in building, operating and maintaining data networks. 4. Previous experience with UN projects. 5. Appropriate skills of staff intended to be employed in this project. 6. At least 3 references in respect of previous contracts, reflecting the criteria mentioned above. Responding to this Expression of Interest (EOI) does not guarantee that your company will be invited to the forthcoming ITB that will be issued. A shortlist of companies to be invited will be established subsequent to the review and analysis of the responses to this EOI.
