Description

Background
The World Food Programme WFP is the world's largest humanitarian agency fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Each year, WFP assists some 80 million people in around 80 countries.
One mechanism that WFP uses to provide assistance to beneficiaries is SCOPECARD. This is an NFC card which is issued to benefciary households and gives the benefciaries access to goods and services provided by WFP and other humantarian actors. The SCOPECARD can hold benefciary biometric details (usually fingerprints) which can then be used to authenticate the beneficiary when they come to use the card to access their entitlements. In order to biometrically authenticate the benefciary must press a finger on a fingerprint scanner attached to a POS device. The POS (mPOS) is an android device which displays the benefciary entitlement, allows the beneficary to select the commodities they need, records the trasaction and prints a receipt.
At the start of the COVID energency it was decided that the fingeprint scanner could be a mecahnism for spreading infection and so fingerprint authentification has been discintinued for the present.
The aim of this EOI is to identify solutions which can replace the current fingeprint scanner by a mechanism which can capture fingerprint details without the need for the benefciary to come into direct physical contact with the capture device. This could be solutions which use the camera on the mPOS device or a separate device which can be attached to the mPOS. Note that the current mPOS devices have 2MP or 5MP cameras and no flash. However we could consider options where the mPOS device is replaced by an android device with higher spec cameras and flash. Standard android connectivity options are available for connecting a spearate device (USB, bluetooth, wifi).

Goods/Services required
WFP would like to short-list companies for a formal tender process for a hardware or software solution in contactless fingerprint capture. This could be
Either:
i)a software solution which can use the camera on the mPOS device(either the existing mPOS devices or a replacement android device)to capture and export fingerprint templates which can then be usedfor matching with the fingerprint templates held on the beneficiarycard.
ii)A hardware solution which can capture fingerprints in acontactless way and which can be connected to the mPOS deviceso that the mPOS can match the fingerprint details with those heldon the card.
Response
In order to participate in the pre-selection exercise, companies are required to provide the following:
- Confirmation of interest in being considered for the formal tender process;
- Brief summary (max two A4 pages) of experience showing professional and technical competence in the delivery of the required goods/services.
- An outline of your proposed solution describing how fingerprints are captured and how the captured fingerprint templates will be shared with the mPOS application.
- No financial proposal is required at this stage of the process.
