New clarification added: Dear Sir, Please below clarifications received from potential bidder and JRS office replies: Q1. We would appreciate confirmation that according to the "Baseline Survey Study and Conceptual Design for Jericho Agro Industrial Park" the preferred option is Option 3 (as stated, e.g., on page 66 of the aforementioned study), comprising equalization tanks at each tenant and a central pre-treatment plant.UNOPS Reply: We confirm that option 3 is the recommended option based on the study and concept design including equalization tank at each tenant and a central- pre-treatment plant.Q2. The same report mentions on page 50 that JAIP was discharging wastewater to Jericho Municipality sewage collection system and treatment. Jericho Municipality found "that certain specific parameters are out of the premissible limits". The report does not explicitely state which parameters were beyond the thresholds and at which level. We understand, however, fromthe municipality that they test for BOD, COD and TSS only. Our questions is, whether this information on exceeded paramters and their actual values is available.UNOPS Reply: The information provided in the report is the available information.Q3.Is it possible to offer an alternative technology for the design of the Industrial Wastewater Treatment?UNOPS Reply: It is not possible to offer an alternative technology. Q4. We would kindly ask you to grant us the extension of the deadline for additional 15 days (i.e. up to 11th September) in order to be able to submit a proper technical and financial proposal.UNOPS Reply: Please refer to Amendment No.2 to the RFP.Q5. Please note that the time allocated for the execution of the work as per your RFP is not enoght. thus we request extra 4 weeks for the below reasonsa. The list of companies operating in JAIP reveals that the sewage of a lot of companies has not been analyzed during the preparation of the baseline report and require time for the sampling and analysis.b. It also turns out that a lot of companies do not belong to the branch of Agro industry, and a few described production lines produced waste discharges which are are questionable (paper industry, plastics, pharmacy, furniture. Battery recycling) and require more time for detailed investigation of the production technology. Please confirm.UNOPS Reply: No change on the execution time.a. Samples were collected from most of the operating industries in JAIP phase I. Sample test results are included in the report. Additional samples can be collected and tested as deemed necessary.b. Not all the industries in JAIP Phase I are agro industrial industries. JAIP Phase II is expected to include mixed industries. Industries that produce toxic substances shall be banned from any discharges.Q6. For some of those companies the construction and operation of an equalization tank bears the risk of the production of bad smell as solids will settle and digestion will produce methane and H2S. Equalization tanks will have to be emptied whenever the polluting factory will stop operating for weeks or months please clarefy.UNOPS Reply: It is expected to build equalization tanks outside the tenant's premises. Odor control mitigation measures shall be introduced. Operating the equalization tanks shall be dealt with during the operation and maintenance phase.
