New clarification added: This is a note and not a question:Item number (7) of technical Criteria under Evaluation Criteria Tab includes the following:The Evaluation Criteria Having certification by either the International Standards of Audit (ISA) or International Standards of Supreme Audit Institutions (INTOSAI) is an added advantage"However, the below Item which is item number (7) of the Document Checklist under Vendor Submission tab was marked as mandatory"Certification by either the International Standards of Audit (ISA) or International Standards of Supreme Audit Institutions (INTOSAI) "Answer:It is an added advantageIf this requirement is to add advantage then It would be more realistic to consider it as "Optional" and not "Mandatory"

New clarification added: On Page number 2 of RFQ Section II Schedule of Requirements, Physical verification deliverables and results of Specific Requirements, Can you advise if FGDs are required as part of the beneficiaries monitoring activities? If yes, how many FGDs are expected to be performed by the TPM on a monthly basis?Answer:FGD is not required but preferred if possible. One for each facility is sufficient.

New clarification added: Mentioned in the ToR that "As the verification visits are monthly based visits, The TPM will prepare timely reports according to the agreed schedule and reporting format, and submit to UNOPS and KfW directly and concurrently within 15 days of the end of the reporting period".Could you please clarify what “concurrently within 15 days of the end of the reporting period” means? Does this mean that besides the monthly reports, the TPM agency must submit a final report within 15 days of the contract reporting period.Answer:Quarterly reports should be submitted to UNOPS and KfW on the same day by 15 of April, July, October, January.

New clarification added: In the ToR it says “Verification of Community engagement in selection of investment subprojects, and, when applicable, confirmation that the grievance redress mechanism (GRM) provisions and procedures set out in the Project’s relevant documents have been satisfied. We expect that the hospitals are located in urban areas, and community engagement is not a common practice in urban areas. This is interesting, however, should such consultation be through focus group discussion sessions split through gender lines, or/and interviews? If interviews what would be the sample size? Should community be consulted onetime only? We suggest avoiding having focus group discussions in time of Covid-19.Answer:The ToR do not ask for the undertaking of a community engagement but rather to verify the feedback of target community by engaging a sample of beneficiaries (about 20 for each facility) to attain their feedback of the planned interventions. It should be a gender sensitive consultation every quarter.

New clarification added: Kindly find below some quiries that need your feedback,1. As stated in the ToR, a completion report would be prepared at the end of the assignment, do you mean one completion report for all projects OR a completion report for each sub- project?Answer: The completion report is for the entire project (final delivery report).2. What is the estimated sub- project life?Answer: It is about 15 months (from September 2020 until November 2021)

New clarification added: Dear Sir/ Madam,We have the following questions related to the Terms of Reference:1. How many projects need to be monitored?Response:Up to 13 facilities.2. How many subprojects need to be monitored per month?Response:It is 13 facilities in 13 locations (sites)3. What is the sample size targeted by the TPM at the level of each sub-project (beneficiaries, community)?Response:It should be around 20 participants.4. Are the project management offices located in the project areas or elsewhere?Response:The project team is located in Sana’a.

New clarification added: Dears at UNOPSThe TOR mentioned that "contract should start on or before September 2020 until November 2021" mostly 15 months. Therefore, would you please confirm the exact period (15 months, more or less) in order to deliver an accurate buget with our proposal.many thanks.Response:It is about 15 months, from September 2020 until November 2021

New clarification added: it be highly appreciated to extend the submission date for extra two weeks from 26.07.2020 to prepare a comrehensive and competitive proposalit was mentioned in the conatct for professional services document that the project duration is 2 months while in RPQ Documents in Section II, page 5, clause 8 that the time line of the project starting from 09.2020 until Nov. 2021. Please advise Response:The project starts from September 2020 until November 2021

New clarification added: It is not possible in any case to have, beside staff member speaking arabic, also experts having english as working language, using the collected data in arabic translated by the colleagues? This condition could facilitate to create a stronger team.Thanks for your feedback.Answer:As long as the core team satisfies the requirements, additional personnel is fine.
