We further clarify that it is up to the bidder's offered proposal to meet the deliverables.

This would not be considered as similar or equivalent to IOSH Accreditation as IOSH is specific to the OSH training requirements as noted in the ToR.

New clarification added: Clarification request 08:Please see clarifications about the submission of the Bidding forms, by a Joint Venture:a. The leading firm shall submit all forms on behalf of the JV? b. Forms C, requires info from all firms participating in the JV? If yes, how it will be uploaded, for each firm individually or one document covering all firms?c. Form E, has to be submitted (i) in one document covering al firms of the JV or (2) each firm participating in the JV individually? Financial capacity is required (i) for all firms of the JV, or (ii) for the leading firm only? If it is required from all firms, how this data will be uploaded for more than one firm? As far as the JV assets, to our understanding, it applies more to construction firms using specific equipment for constructions, rather than to firms providing services, which use only tables, computers, etcd. Form J is covering all the JV members and we do not have to upload a Form J for each firm? Please confirme. Form K, is also referred to insurance covering the JV, the leading firm, or every JV individual firm ( if it is the case, how shall we upload it- for each firm individualy)?f. Each training is planned to last at least three days. Audiences should be broader and open to the Gov, SCO and including the private sector. Each training is planned to be for a different audience. Vendors should also be able to prepare and submit the methodology that they propose as the best practice and which fits within the program, and be accredited to IOSH standards.2. UNOPS advises that the planned number of attendees for each training is listed below:IOSH Trainings - Leading Safely - IOSH 1 day course up to 20 attendees - largely senior executives from industry;- Managing Safely - IOSH or equivalent - 3 day course up to 20 attendees - managers from industry;- Behavioural Based Safety Training - IOSH based by consultant - 2 days up to 20 attendees from Labour inspectorate and managers from industry.We further advise that the consultant must cover all costs and they should be included within the bid submission. New clarification added: Clarification Request 6:Dear Madam/Sir, In the ToR it is mentioned that "The consultant must have the capability to deliver Internationally Accredited Training Programmes (such as IOSH)". We have delivered training programs in OSH and we have the capability to deliver OSH training sessions, but we are not accredited by IOSH and are not a registered training provider in IOSH or a similar insitution. Can you please clarify whether the word "capability" means being accredited in IOSH or similar institution (and you require a documentary evidence for it) or it means to just be capable to deliver training sessions?Thank you in advance.UNOPS Clarification 06:UNOPS advises that in order for the Bidder to comply with the requirements and qualify, it is mandatory to be accredited by IOSH or saimilar equivalent institution, and submit a copy of the Acreditation Certificate as evidence.

UNOPS advises that the requirement for the consultant to have the capability to deliver Internationally Accredited Training Programmes is mandatory.We further clarify that in the case of consortium, it is advisable for all partners of the consortium to have the capability to deliver Internationally Accredited Training Programmes, however this requirement is mandatory for the leading partner (organization).2. UNOPS advises and hereafter confirms that in order to comply with the Eligibility and Formal criteria during the Preliminary stage of evaluation, the bidders MUST submit all the Returnable Proposal Forms, filled out correctly as per the guidelines on the published documents, and before they are submitted they all need to be duly signed by the authorised company representative. If is accepted the use of a sub-contractor (i.e. a legal firm in Kosovo), to be presented in the technical proposal, or we can only use a dedicated person from the firm to work for us without mentioning the firm (subcontractor)2. In the form "schedule of rates" some specific days are mentioned (i.e. the team leader of WP1, seems that is mobilized for 175 days for the project). Thus in the project TOR, is mentioned that the Project Manager/Team Leader of WP1, will be employed full-time - 18 months. Could you please clarify both, the project duration and the period of engagement of each expert?3. We were wondering whether there is a plan for extending the submission deadline, given the fact that the availability of key-experts gets quite limited since people are afraid of traveling due to COVID-19.Thanking you in advanceUNOPS Clarification 04:1. UNOPS advises that Bidder is responsible for the the overall approach to manage and operate the provision of the required technical expertise. We further clarify that if a bidder intends to use a sub-contractor, the management approach to resourcing and the management of the sub-contracted element of services (including the coordination and the project management controls) is required to be clearly explained within the relevant sections/ forms of the submission. Bidders should provide details in a suitable format to allow UNOPS to understand and evaluate the elements sub contracted as a % or part thereof of the entire contract deliverables, including the level of responsibility and risk to the main contractor, as well as proof of the sub-contractors competency and quality.2. UNOPS advises that RFP-2020-14636 - Section II-Terms of Reference; 4.1 Contract Duration states that "The "Time for Completion" as per the contract shall be 18 months". Further, under 4.3 Work Plan, states that "The consultant is expected to produce a fully detailed implementation programme for the 18-month contract duration on an MS Project or equivalent Gantt chart schedule format". Section 6 (Team Structure) of the ToR under Key Personnel identifies a Project Manager and a WP1 Leader to work full time, however, it does not state that the Project Manager is to work full time for 18 months. The implementation plan shall identify the timeline within this 18 months when and how those 175 days will be used to complete the work.3. UNOPS advises that there is no plan to extend the bid deadline at the moment. We further clarify that the planned contract award date is the last week in June. Therefore, we would not expect any travel prior to July to commence the contract activities. If the COVID situation delays mobilization, then we will consider a remote mobilization and start-up arrangement.
