Description
1. The UNPD Global Procurement Support Section (GPSS), hereby invites qualified vendors to submit their Expression of Interest (EOI) for the provision of services for establishment, operation and maintenance of duty-free post-exchange (PX) facilities for MONUSCO to provide reasonably priced and varied merchandise to personnel authorized by the UN in Democratic Republic of Congo (DRC) and Uganda. 2. The duration of the envisaged contract is three (3) years plus UN's sole option to extend for additional two (2) one-years. Estimated number of staff per locations as per the following: a. MONUSCO - DR Congo: 17,173 personnel (including civilian and uniformed personnel); b. MONUSCO Entebbe Support Base - Uganda: this MONUSCO Base is considered to be a location with a high turnover of the UN personnel due to rotation of troops, check-in/check-out of the UN staff and visitors for trainings and conferences. More detailed number of personnel will be provided during solicitation process. 3. The Contract shall be awarded on an all-inclusive basis. The Contractor shall be responsible for providing all the necessary personnel, transportation, and other equipment, materials, supplies, and for making all necessary arrangements to ensure the fulfillment of its obligations through the duration of the Contract. 4. The Contractor shall be solely responsible for the management of the United Nations duty free PX, including but not limited to: a) Establishment, and be fully responsible for, all aspects of the warehousing and PX facilities, including fresh, frozen, chilled and all dry storage areas that are suitably sufficient to accommodate and ensure the safe and hygiene storage of stipulated stock levels, including efficient management of the facilities; b) All management aspects of the warehouse and/or PX; c) Mobilization of staff that will form the PX Operational Team and be fully conversant in English; d) Installation of Point of Sale and related computer hardware and software; e) Software to establish a control system, including provision of the necessary stationery, computer hardware and software to ensure that regional Missions stipulated monthly entitlements are not exceeded; f) Purchase and shipment of the merchandise items for sale; g) Establishment and administration of the re-supply system; h) Establishment and management of a support function. 5. Companies interested must demonstrate their capability and provide evidence that they have enough resources and capacity to meet the requirement.
