Description
BACKGROUND:
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and it is headquartered in Bangkok, Thailand.
The UNESCAP premises in Bangkok presently comprised of three reinforced concrete buildings:
a) the Secretariat Building, a 15-floor high-rise reinforced concrete building constructed in 1975 totalling more than 29,500 sqm of total constructed area including 17,000 sqm of office space;
b) the Service Building, a 4-floor reinforced concrete building built in 1975 with a total of 19,727 sqm of constructed area; and
c) the United Nations Conference Centre built more recently in the early 1990s and with 50,730 square meters.
UNESCAP requires a contractor to conduct a survey of building components, take samples and perform tests to quantify, locate and document various hazardous materials in the compound, which were previously identified by the UNESCAP Hazardous Materials Survey completed in 2016 (Phase 1). Companies wishing to consult the report of the survey conducted in 2016 are required to please send a request via email to cucalaescorihuela@un.org.
DESCRIPTION OF REQUIREMENTS:
The scope of works shall be performed by a qualified contractor (see Specific Requirements) and will include, but not be limited to, the following:
• Review the UNESCAP Hazardous Materials Survey completed in 2016
• Undertake a survey of the UNESCAP Compound to determine the location and type of hazardous materials such as asbestos containing materials, mineral fibers, paints, heavy metals, hydrocarbons and other chemicals and radioactive materials; identify locations for indoor air quality testing
• Coordinate, organize, schedule, conduct and report on the type, quantity and location of hazardous materials in each building
• Test and analyse all collected materials in accordance with industry standards and by certified testing facilities
• For inaccessible areas, the contractor is responsible to provide assessment for all suspected HZM for all non-sampled materials
• Develop a hazardous materials register based on the known and suspected hazardous materials, intended to be used to inform facilities management, contractors or other vendors during future construction works
• Prepare and submit to the UNESCAP reports and presentations for both public distribution and technical use
• Recommend methods of removal for each type of encountered hazardous material
• Recommend how to manage waste disposal for each type of encountered hazardous material considering local availability and constraints
• Recommend specific location and interval time for periodic measurement and/or inspections for each type of encountered hazardous material
The works described above shall be implemented within a period of 16 weeks. However, the technical results of testing should be submitted to UNESCAP with the following priority; Secretariat Building, Service Building, United Nations Conference Centre.
During the works, building spaces will remain in use by office occupants and visitors. Therefore, the safety of occupants in the building and on site in general shall be considered a high priority.
All works shall be in relation and delivered to THE UNITED NATIONS BUILDING RATCHDAMNOEN NOK AVENUE, BANGKOK, 10200, THAILAND
During the bidding exercise, invited companies will be encouraged to propose their own well-reasoned implementation strategy for the works.
SPECIFIC REQUIREMENTS:
Companies interested in this process shall comply with the following requirements:
• Certified Industrial Hygienist or equivalent, to perform or supervise the sampling of materials
• Certified AHERA inspector and Management Planner with valid DOH registration (or the regulatory body within the country)
• Certified Lead Inspector and risk assessor with valid DOH registration (or the regulatory body within the country)
• At least 5 years’ experience in this specific field with at least 20 completed projects in the same field
• Holds a valid “40 hours Hazwoper certificate” and a Liability insurance or equivalent
• All contractor employees that may be performing or helping in the performance of the related duties must be supervised by the company and apply any safety measures as required by UN (ESCAP/DOS)
• Contractor Credentials, certifications and details will be cross check by the United Nations Head Quarters Division of Healthcare Management and Occupational Safety and Health (DHMOSH) Unit
