ITU intends to appoint one company 
with the responsibility of supplying consultancy service for SAP BI IP/PCP Project as described in the Technical Terms of Reference (see chapter II of Call for Bids document).

The existing ITU Budget planning tool SAP-BW-BPS (Budget Planning and Simulation) was implemented in 2005 as per Resolution 1216. The tool was designed on the basis of the ITU cost allocation methodology contained in Decision 535 (Council 2005).

 

BPS is designed for corporate planning, to determine the costs of the activities and outputs of the Union. Therefore, it organizes not only the data input on the various layouts from which the primary costs evolve, but also through the planning functions the calculation of the secondary costs and the allocation from senders to receiving outputs and Cost Centres as foreseen in the Results-Based Budget (RBB) concept.

 

ITU recently transitioned from a United Nations System Accounting Standard (UNSAS) compliant SAP system environment to an International Public Sector Accounting Standards (IPSAS) compliant in SAP system environment.  The back-end system (SAP ECC6.) went live on January 4th, 2010. It has been designed and configured to IPSAS.  All the components of the ERP system are given in the Attachment A.

 

With the implementation of IPSAS, commitment items and other procedures including charts of accounts has changed. At the same time Cost Allocation Methodology has been simplified for more transparency and better understanding towards the implementation of ITU’s Strategic Plan.

 

With the changes as mentioned above, the SAP BW-BPS is now obsolete in ITU and a New Budget Tool SAP BI-IP is being considered to be implemented and Personnel Cost Planning (PCP) integrated with it.
