New clarification added: Dear Sir/Madam, Please find answers to your questions below:1. The consultant should review the status of the Lisi Lake Master Plan in its preparations and in the Application make comments and recommendations as to the affect it may have on the timelines. Regardless the end date of the Concept Design to be finalised remains, October 2020. Any impact of the Lisi Lake Master Plan will have on the Concept Design will be addressed during the course of the consultancy and response measures agreed with Government of Georgia and the Tbilisi City through UNOPS2. The Consultancy should develop a minimum of two basic design options for the Campus layout to discuss with UNOPS and the Ministry. The extent of detail in the two concepts is to be outlined in the Application according to the Consultant's experience in school design best practices and European concept design norms3. It is up to the Applicant to detail what its understanding A Concept Design is according to its experience in IB and school design. The TOR gives a good idea of all minimum or basic requirements the Applicant must include. According to RFP contractor should present access road an parking to be allowed in accordance with Tbilisi City Requirements, as well as concept design should include planting plan. Currently, Tbilisi City Hall is working on the Master Plan for Lisi area and generally, access roads and planting plan are the parts of the Master Plan. Contractor will take the responsibility to coordinate with the team developing the Master Plan for Lisi area, however, finalization of the Master plan is planned for October. It should be also approved by the City Hall. In this regard, the end date of the concept design development might be delayed. Could you please clarify if contractor should consider the master plan development timeline in its proposal?2. According to ToR document the consulting company has to - “Analyse the costs of at least two different concept proposals; analyse the construction, operational and maintenance costs of the proposals.” - Does it mean that the consulting company should develop and present two different fully fledged concept designs? OR does it mean that minimum two different designs should be developed and discussed with stakeholders and the final report will include only one fully fledged of them.3. Could you please also specify the list of documents to be included in the concept design, e.g. drawing of general plan, drawings of each floor, cuts, facades, construction plan, materials, drawing of electricity, ventilation and heating systems.

New clarification added: Dear Sir/Madam, Please see below our question regarding the composition of the proposed project team. Could you please advise if former Top Manager at the Ministry of Education, Science, Culture and Sport of Georgia (July 2018 - February 2020) and a former UNOPS short-term consultant (March 2018-May 2018) who was engaged in the development of scholarship scheme to the Eastern Partnership School, in the capacity of Education Specialist, is eligible as a team member of the contractor or this would be considered to be a conflict of interest? In addition, please advise if the staff of the Ministry of Education, Science, Culture and Sport of Georgia can be a team member of the contractor if she/he will not be carrying out similar activities as part of her/his normal daily duties?Kind regards.Dear Sir/Madam, Please find answers to your questions below:- In this case, there is no conflict of interest bu UNOPS guidelines as long as there is a proper disclosure. Please do indicate the above-mentioned information in your offer. - An active staff member of the ministry can be a member of the proposed team in case : (i) He/she will not be involved in the project from the ministry side at all. (ii) does not have the capacity to influence decisions made by the ministry in regards to the ongoing project. (iii) Is not an elected civil servant (iv) Bidder can provide an official letter from the ministry, explicitly stating that they do not object to the double employment of the individual, and their involvement in the project. Also that the individual will not be involved in the project from the ministry side. (v) It is permitted by the bylaw of the ministry (vi) Relevant disclosure is made in the Tender document.

New clarification added: Dear Sir/Madam,we would be grateful if you could clarify the following:- As regards the technical methodology: is it sufficient for bidders to fill in Form G of “Section V – Returnable Forms” to serve as the methodology? Or must a separate methodology also be provided? - As regards the work plan: are bidders to provide a separate workplan or is it sufficient to use that one provided in on pages 10-11 of the Terms of Refence under “Proposed Timeframe”?- Considering that the submission date is 17 May, are bidders still to base the timeline on that one proposed in the ToR which envisages contract signature by 31 May 2020 with a project start immediately thereafter?- We understand that the Financial Submission Form is to be net of VAT; please confirm that no VAT is to be includedThank you With regardsIBF International ConsultingDear Sir/Madam, Please find answers to your questions below:- Yes, As regards the technical methodology: is it sufficient for bidders to fill in Form G of “Section V – Returnable Forms”. Even though not necessary, additional attachment with a detailed timeframe will be accepted. - Delivery deadlines might be altered slightly if the contract is issued later than anticipated by UNOPS, either because of technical difficulties or extension of the tender deadline. ( except the cased when the delay is attributed to the supplier ). New clarification added: Dear Sir/Madam, Thank you for your interest in the tender and posed questions. -This is indeed a Lumpsum project. Percentage breakdown per deliverable is provided in Section IV - Form F ( Financial Proposal Form). The timeline of deliverables is also provided in the Terms of Reference document. -Unfortunately, as per UNOPS standard practice, I am unable to share the general budget range for this tender. - At this moment extension of the deadline is not being considered. Kind Regards, Dear Manager,we would be pleased if you could kindly clarify the points below:-We understand that this is a lump-sum project and that it is up to bidders to calculate the cost per deliverable and estimate the amount of days needed for delivery; can you please confirm?-Is it possible to share a general budget range that UNOPS envisions for the project?Furthermore, considering the current situation due to the COVID-19 emergency, many firms are taking measures to avoid to spread the contagion such as smart working and/or total closures of the office.
